Description
Sole Source J&A Notice of Intent to award a Sole Source contract under the authority of Federal Acquisition Regulation FAR Part 13.106-1(b)- Soliciting From A Single Source and FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Kentucky Air National Guard Security Forces Squadron, 1101 Grade lane Louisville, KY 40213 has a requirement to procure the following items: Line Item 0001: CYPRES Four or Eight Year Maintenance Qty 30 The 123rd KYANG has a Sole Source requirement to purchase four or eight year maintenance service on 30 Cypress 2 1-pin Expert Automatic Activation Devices (without lifetime warranty) currently in possession. Chapter 3 3-8 ATP 3-18.11/AFMAN 11-411(I)/NTTP 3-05.26M 24 October 2014 Figure 3-10. Military CYPRES 2 release unit MAINTENANCE 3-15. Inspection, installation, maintenance, and storage of the Military CYPRES 2 shall be maintained by a ram-air pack-qualified parachute rigger. SCHEDULED MAINTENANCE 3-18. The Military CYPRES 2 will be sent to the manufacturer for a periodic technical service at 4-year and 8-year intervals, plus or minus 6 months each, from the date of manufacture. The Military CYPRES 2 alerts the user when the scheduled maintenance is approaching. The maintenance due date and the unit's serial number are both easily retrievable (Figures 3-11 and 3-12, page 3-9). To access the serial number or the next maintenance due date without removing the unit from the parachute, the following steps are performed: • Set the Military CYPRES 2 for use in the absolute (operational) mode. • Enter a value outside of its operational range by selecting 0 for the first value and the numeral 1 (or 0) for the next three values. The screen will momentarily go blank and then the serial number will appear in the display screen for approximately 5 seconds. The screen will go blank again and the next required maintenance date will appear on the screen. Line Item 0002: Contractor Manpower Reporting The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Kentucky National Guard via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014. Contractors may direct questions to the help desk at http://www.ecmra.mil. SSK Military Industries, Inc. 1008 Monroe Rd. Lebanon, OH 45036-1415 is the sole supplier for the CYPRES Maintenance Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Time, Tuesday, September 5th, 2017. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
