- Background The Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) Project is seeking a Value Engineering (VE) Consultant to facilitate VE for a portion of its project. The LBNF/DUNE Project is hosted by Fermilab in Batavia, IL and includes participation from universities and laboratories from around the world and partnerships with the European Organization for Nuclear Research (CERN) and the Sanford Underground Research Facility (SURF) in Lead, SD. The LBNF/DUNE Project will design and construct the world's largest proposed neutrino experiment to answer the most compelling questions about the makeup of our universe. In support of DUNE, LBNF will construct the world's most powerful neutrino beamline at Fermilab and surface and underground Conventional Facilities (CF) to host DUNE's large liquid argon neutrino detectors nearly a mile underground at the SURF. As part of the U.S. Department of Energy (DOE) project, the Far Site (FS) CF will create spaces on the surface and a mile underground at SURF. Fermilab is managed by Fermi Research Alliance, LLC (FRA) for the DOE. The DOE projects executed under the Order 413.3b, Program and Project Management for the Acquisition of Capital Assets, are required to use VE as a management tool to ensure realistic budgets, identify and remove nonessential capital and operation costs, and improve and maintain optimum quality of program and acquisition functions. During the FS CF design, a 3rd party VE facilitator is needed to conduct a VE workshop, the goal of which is to create a plan to maximize value and minimize the cost and schedule of the FSCF project. VE Consultant's Scope of Work The VE Consultant will plan, facilitate, and document a VE Workshop for the FSCF work. Although not required, it is preferred that the selected VE Consultant be a Certified Value Specialist (CVS), as certified by SAVE International. FRA staff will be made available throughout the various phases of the work to provide the necessary support for a successful engagement. There will be three tasks to the scope of work for the VE Consultant's services as follows: 1. VE Workshop preparation FRA recognizes the consultant needs to prepare in advance for the workshop and will provide a 2-hour long briefing of the scope of the project via teleconference during the preparation phase. The consultant will be provided the opportunity to gather any project background information, including cost and schedule information required to support the workshop approach, with FRA staff support. Also, it is anticipated that the consultant will participate in 4 - 1 hour meetings via teleconference, where the consultant can obtain information necessary for the workshop and share the workshop plans and presentations with FRA staff. 2. VE Workshop Facilitation The VE workshop will be conducted at the SURF in Lead, SD, where the Consultant will facilitate the workshop using a systematic and structured approach to VE following SAVE International's guidelines, as modified to meet the specific goals of this project and considering where the project stands within its lifecycle phase. These guidelines are designed to increase a project's value by analyzing and improving the relationship between the cost and worth of the facilities functions. It is anticipated that the VE workshop will be conducted over 2 to 3 days, and will be attended by various stakeholders, including the Owner Representatives, Construction Manager, Design Consultant and FRA employees. The schedule/agenda, list of attendees, objectives, content and format for the VE workshop will be developed during the VE preparation phase, with consultant input. 3. Report Preparation/Deliverables Upon conclusion of the Workshop, the Consultant will prepare a report that addresses, at minimum, the following: • Executive Summary • Project Description • VE Process followed during the Workshop, including identification of any Pre-Workshop and Post-Workshop efforts • An evaluation of each VE Alternative considered during the Workshop, with a Summary Table • Other Design suggestions • List of Participants, supporting documentation for Cost and Schedule impacts, and other materials provided as part of the Workshop It is anticipated that a draft report will be distributed for comments, with the Consultant reconciling all comments, prior to issuing the final report.
