Description
In accordance with FAR 5.101(a)(1) and FAR 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Incident Management Training Consortium (IMTC), LLC, to further develop the US Fire Administration (USFA) All-Hazards Incident Management Team (AHIMT) Program in order to continue supporting the AHIMT community and to further increase the capabilities of Type 3 Incident Management Teams. The Incident Management Training Consortium (IMTC), LLC is the country's leading incident management training and consulting services provider to public and private sector clients, to prepare them to conduct incident management during natural and manmade disasters. With a mission to provide the highest quality incident management training and consulting services to public and private sector clients world-wide, IMTC is directly aligned with USFA goals. The IMTC, LLC is the only organization that is recognized by FEMA to provide these services. The Contractor shall furnish all necessary contract personnel, materials, service, equipment and facilities to moderate high seismic risk under the following activities by providing expert consulting services, program evaluation, research and analysis, partnership development, outreach and educational materials, and regional support. The products, tools, and resources developed by IMTC to support AHIMTs serve as a model for teams to train to and use on disasters. IMTC is the sole developer of the All-Hazards Response and Planning guide, the sole deliverer of the USFA O-305 Train-the-Trainer, has been involved in every major revision of All-Hazards team and position specific courses; and has developed a two-day intermediate course which provides an initial review of the entire planning process followed by a functional exercise. This course has proved especially successful and useful to the development of teams and is the model in which USFA would like to create an intermediate program. By working with IMTC, who developed these resources, the government will save funding by gaining economies of scale and efficiencies. In addition, IMTC has direct interaction with the nations AHIMTs, All-Hazard Associations, and agencies focused on emergency management and the development of incident management. For these reasons, IMTC is uniquely positioned to achieve the contract tasks. For this support, FEMA OCPO intends to award a contract to the IMTC, LLC having a five (5) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 611710. This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by the closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is the Incident Management Training Consortium (IMTC), LLC.
