Draft CLIN Pricing Tables - PACAF Ready Aircrew Program SB Subcontracting Plan Checklist - PACAF Ready Aircrew Program Draft DD254 - PACAF Ready Aircrew Program Draft Solicitation - PACAF Ready Aircrew Program Draft PPQ - PACAF Ready Aircrew Program Draft Statement of Work - PACAF Ready Aircrew Program SUBJECT: Request industry comments to the DRAFT Statement of Work (SOW) and DRAFT RFP documents. Responses to this RFI are due in writing via e-mail to the POCs listed below NO LATER THAN 2:00 PM Hawaii Standard Time, 14 SEPTEMBER 2017. THIS IS NOT A REQUEST FOR PROPOSAL. It is not to be construed as a commitment by the Government to procure services and does not restrict the Government regarding the acquisition approach that may be taken in the future. Any information provided by interested parties to the Government is strictly voluntary. Contact with other than 766th Specialized Contracting Squadron personnel by potential offerors or their employees regarding this project is prohibited. DESCRIPTION: As a follow up to the 04 November 2016 sources sought announcement, the 766 Specialized Contracting Squadron (766 SCONS) at Joint Base Pearl Harbor-Hickam is seeking information from industry that will assist in the procurement of Ready Aircrew Program (RAP), Upgrade Training and Site Security Manager services for PACAF sites at: 1. Joint Base Elmendorf Richardson (JBER), Alaska - 3rd Ops Group is composed of two F-22A Fighter Squadrons (90th & 525th) and one E-3 Squadron (962d Airborne Air Control Squadron (AACS)) regular Air Force units. The 477th FG with one F-22A Squadron (302nd) is a reserve component. 2. Kadena AB, Japan - 18th Ops Group is composed of two F-15C Fighter Squadrons (44th & 67th) and one E-3 Squadron (961st AACS) regular Air Force units. 3. Kunsan AB, Republic of Korea (ROK) - 8th Ops Group is composed of two F-16 (Block 40) (35th & 80th) regular Air Force Fighter Squadrons. 4. Misawa AB, Japan - 35th Ops Group is composed of two F-16 (Block 50) (13th & 14th) regular Air Force Fighter Squadrons. 5. Osan Air Base, ROK - 51st Ops Group is composed of one regular Air Force A-10C Fighter Squadron (25 FS) and one regular Air Force F-16 (Block 40) Fighter Squadron (36 FS). 6. Joint Base Pearl Harbor-Hickam (JBPH-H), Hawaii - 154th Ops Group and 15th Ops Group is composed of one regular Air Force F-22A Fighter Squadron (19th) and one Air National Guard F-22A Fighter Squadron (199th). Specifically this RFI seeks the following information: 1) Are there tasks or standards that are not well defined or clearly addressed in the draft SOW? (Please specify the applicable section and paragraph of the DRAFT SOW that needs to be defined in greater detail or needs to be clearly addressed.) 2) Are there any additional comments or concerns regarding the draft solicitation documents? ***The Government will not respond to submitted comments, suggestions, and questions, but will consider all information received when preparing the Final SOW. Please note that any and all changes to the SOW will be made at the sole discretion of the Government.*** Ill. REQUIREMENTS: There are two objectives for the PACAF Ready Aircrew Program (RAP)/ Aircrew Upgrade Training and Site Security Management (SSM) Services contract. 1. Develop mission ready aircrews by providing contract Instructor Pilots to: (1) Schedule aircrew and instruct simulator Ready Aircrew Program (RAP)/Distributed Mission Operations (DMO)/ Live-Virtual-Constructive (LVC) events, (2) Schedule aircrew and instruct aircrew upgrade classroom training and academic support simulator training, (3) Develop and manage realistic scenarios in support of RAP/DMO/LVC events training and aircrew academics, (4) Maintain training records and provide status on each aircrew member's simulator event and academic training completion to the local unit representatives, (5) operate the Mission Training Center (MTC)/Unit Training Device (UTD)/Weapons and tactics Advanced Sustainment Program (WASP)/Weapons and Tactics Trainer (WTT) consoles in support of Air Force and Joint RAP/DMO/LVC event exercises and aircrew training, and (6) Perform as event manager in support of Air Force and Joint RAP/DMO/LVC exercises. 2. Provide site security management (Personnel Security Manager, Information Security Manager, Physical Security Manager) over the government provided aircrew training facility and support equipment, aircrew training devices, aircrew training products and training facility personnel when these services are not provided by Government agencies or Contractor Logistic Support (CLS) contractors.
