Description
This Sources Sought Notice is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is not a solicitation. All costs associated with providing information, as requested by this Sources Sought Notice, shall be the responsibility of the submitter. Submission is voluntary. This requirement is for the Design and Construction of the White-Nose Syndrome Content Management System. Process Description The expected deliverable is source code developed per the technical specifications identified in Scope, above. The software development process will consist of the following: Establish a development environment that mirrors the technology stack listed under Scope, above. Theme development will be completed first and committed to the code repository for USGS review. Content types defined in the refactoring specification will be committed to the code repository upon completion for USGS review. All completed code will be tested on the most recent versions of Chrome, Firefox, Internet Explorer as well as mobile browsers (responsive mode). All software flaws will be corrected by the contractor prior to full acceptance by the USGS. All architecture, sitemap, content type and taxonomy documentation will be added to a "documents" directory in the project code repository. Support software development efforts to refine features identified by the WNS project team. Souce code updates as required by security alerts and version upgrade notices. Identification of modules, libraries and conventions needed to ensure the site operates optimally. The USGS will deploy the developed production code to an Amazon AWS hosting solution and will assume responsibility for all production hosting costs. The vendor will assume all development infrastructure hosting costs. Deliverables The Contractor will commit completed source code to the MyUSGS Bitbucket repository. All services performed must meet a delivery schedule of October 12, 2017. Interested firms who feel that they can provide the services (based upon the criteria specified herein), are invited to submit in writing an affirmative response to this announcement. An affirmative response must include references with contact names, email address, and phone numbers. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. Affirmative responses must also include supporting information showing the firm can meet all requirements set forth in this announcement. All responses must be submitted NLT September 4, 2017 at 9:00am MST via e-mail to: tbeals@usgs.gov. This is NOT a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (Fedbizopps.gov) website and no paper copies will be provided.
