Description
This is a synopsis of a Department of Homeland Security (DHS) Science and Technology (S&T) requirement to be solicited on a sole source basis to: SourceCorp BPS, Inc. 3232 McKinney Avenue, Suite 1000 Dallas, TX 75204 The requirement to be solicited is entitled "Rule 14 Software Subscription, Training and Support." The NAICS is 541519 Other Computer Related Services. The Product Service Code is 7030 ADP Software. The solicitation will not be a small business set-aside. It will not be available for full and open competition, per 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501. The Government anticipates awarding a stand-alone contract as a result of the solicitation. The Government is not utilizing a General Services Administration Schedule or any sort of Government-wide or multiple-award contract to issue an order. No response to this synopsis is requested. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The following is a summary of the requirement: The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Directorate of Science and Technology (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. The Homeland Security Advanced Research Projects Agency (HSARPA) mission is to facilitate revolutionary research and development to transform and improve the homeland security mission space through rapid prototyping, demonstrations, technology transition, test and evaluation and commercialization of new and highly effective capabilities for the homeland security enterprise. The DHS S&T HSARPA Data Analytics Engine (DA-E) is accomplishing this by customizing, testing, and evaluating software tools with flexible workflow management, extraction and machine learning with open source media platforms that track and search publically available data and other authorized government information utilizing state-of-the-art programming analytics and crowd-sourcing techniques for the most up to date situational awareness to support the S&T DA-E and larger DHS program mission. This work will appropriately assist DHS with identifying specific requirements for technology and methodologies that will support future acquisition and mission developments. One of these software tools is the Rule14 Global Intelligence Tool for Open Source Social Media Monitoring, provided by SourceCorp BPS, Inc. To further customize and test the Rule14 Global Intelligence Tool for Open Source Social Media Monitoring, the contractor will continue using DHS test cases including Screening and Vetting activities with Situational Awareness for Natural Disasters activities being planned for FY18. The primary place of performance will be at the contractor's facilities. The period of performance will span 4 months, with 2 4-month option periods. In order to perform this work, the contractor will need to have the following minimum capabilities: • The ability to provide licenses for the use of the Rule14 Global Intelligence Tool for Open Source Social Media Monitoring • The ability to provide training in the use of the Rule14 Global intelligence Tool for Open Source Social Media Monitoring • The ability to provide standard maintenance and support for the Rule14 Global Intelligence Tool for Open Source Social Media Monitoring • The ability to provide Project Management for Rule14 Global Intelligence Tool for Open Source Social Media Monitoring implementation
