Description
The U.S. Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure, on a sole source basis, services for a project titled "Population-based assessment of cancer risk and mortality in patients with myotonic dystrophy" from Queen's University Belfast, 73 University Road, Belfast, United Kingdom, BT7 1NN. The response close date of this notice is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $15 million. The period of performance shall be 12 months from the date of award. The anticipated award shall be firm fixed price. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor Requirements The Contractor shall provide the following tasks: 1)Complete all necessary paperwork needed for data linkage and biospecimen retrieval. 2)Identify patients with confirmed DM diagnosis from the Northern Ireland Regional Genetics Service records, and collect the following information: ­ -patient gender, ­-date of birth, ­-date of clinical diagnosis, ­-lineage of parental transmission, ­-date of genetic testing, ­-if referral to genetic testing was based on (family history, clinical presentation, or both) ­-disease subtype (DM1 or DM2), ­-nucleotide expansion repeat size, and available clinical information such as muscular impairment rating score, and severity of myotonia 3)Use NI Cancer Registry data to identify DM patients with history of cancer or premalignant condition, extract their data, add a flag variable to identify patients with tumor tissue sample available in the repository. 4)Link patient records with the following: 1)death registry to obtain vital status information and date and cause of death, for those who died 2)cancer registry files 5)Perform the following analyses: 1)calculate standardized incidence ratios of cancer and premalignant conditions in patients with DM as compared to the general Northern Ireland population (overall and by anatomic site); 2)calculate standardized mortality ratios of all-cause and cause-specific mortality 6)Provide the result tables to the NCI Technical Point of Contact in Excel, or Word format. 7)Prepare an aliquot of 1 ml of blood and extract DNA. 8)Send extracted DNA with sample manifest (sample ID; family ID; date of blood collection; patient age at blood collection, in 5-year intervals; gender; and nucleotide repeat size) to the NCI for DM molecular studies. 9)Create an electronic report summarizing the information collected. Electronic file shall not contain any personal identifying information. Electronic report shall be provided to NCI, with patient age group at sample collection, sex, and nucleotide repeat size. Clinical information shall be stored at Contractor's facility. Place of Performance All work performed under the subject order shall take place at the Contractor's facility. Deliverables The following deliverables are required: -DNA extracted blood samples, due 12 months after award -Electronic report for delivered samples including: sample ID, patient age group at sample collection, sex, and nucleotide repeat size, due 12 months after award -Results of statistical analysis, due 12 months after award Unique Qualifications of the Contractor The objective of this study is to validate previous NCI findings which demonstrate that patients with myotonic dystrophy (DM) are at excess risk of developing cancer. The molecular component of the requested services will allow for investigating the causes behind this observation. DM research in Northern Ireland, a region of the UK with a population of 1.8 million, indicates a higher disease prevalence than worldwide averages. The NI cohort of DM is a large population-based cohort that provides a unique opportunity of linking patient clinical data with population-based records of cancer and mortality and has an available patient blood collection that will allow for the molecular studies the NCI/DCEG is specifically interested in. The Northern Ireland Cancer Registry (NICR) is located in the Centre for Public Health, Queen's University Belfast. Only the required source has direct access to the NICR's nationwide collection of blood samples and clinical information from patients with DM and Northern Ireland population registries. Additionally, Queen's University is the only Northern Ireland resource capable of linking multiple data sources at a national level and completing the population-based comparison study. Utilizing another source would cause significant delays in obtaining access to the DM samples and clinical information; thus, postponing critical scientific studies. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 1:00 PM EST, on September 7, 2017. All responses and questions must be via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV and have completed Representations and Certifications.
