- VA256-17-Q-1428 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Reagents and Supplies The Department of Veteran Affairs Southeast Louisiana Health Care System (SLVHCS) has a requirement for Reagents and Supplies for the Roche Diagnostic Corporation and intends to award a firm fixed-price purchase order to Roche Diagnostic Corporation using Simplified Acquisition Procedures. The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing the business size is 1,000 employees. The proposed purchase order is being solicited on a sole-source basis to Roche Diagnostic Corporation. Roche Diagnostic Corporation retains the exclusive right to not distribute, sell or service their systems and reagents through any other source within the US Government marketplace. The proposed action is for the procurement of Roche Diagnostics Reagents and supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: The Molecular Pathology Laboratory currently has the Roche Cobas 4800 instrument in place in the laboratory. This procurement is to fund reagent and supply orders and deliveries for an 18 months period for the existing Roche instruments. The reagents and supplies needed for the instruments are the proprietary property of Roche Diagnostics Corporation and cannot be obtained from any other distributor. Failure to obtain these reagents and supplies will very negatively impact the diagnostic capabilities of SLVHCS providers of Veteran patients. This will cause a detrimental effect on patient treatment and safety. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 9:00am CST September 14, 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/24/2017 will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
