Description
COMBINED SYNOPSIS VA240-17-Q-0205 REQUIREMENT: FOR PATENT ATTORNEYS AND SERVICES This is a combined synopsis/solicitation for commercial services, as a Request for Quote and supplemented with additional information included in this notice. The solicitation number is VA240-17-Q-0205 is for services for qualified patent attorneys and agents to perform domestic and foreign patent prosecution and provide legal services useful for the management of VA patent portfolios for the Technology and Transfer Program. The associated North American Industrial Classification System (NAICS) code for this procurement is 541110. This solicitation is unrestricted and open to all socio-economic classes. A Firm Fixed Price Requirements type contract is being contemplated and will consist of a base year plus four (4) option year periopds. The estimated total five (5) year value will be approximately $4,251,000.00. The attached solicitation document contains all line item numbers, quantities, units of measure, descriptions of requirements for the items to be acquired, dates and places of delivery, along with other applicable specifications. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The selected offeror must comply with all terms, conditions and provisions, which are incorporated in the attached solicitation document. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. In addition, the offeror must review and acknowledge the attached solicitation document, item details, delivery schedule, and all other requirements, and agree to all terms and conditions set forth in the solicitation document. Quotes will be evaluated using Best Value procedures per FAR 13.106-2. The following Factors will be evaluated. Additional directions and information can be found beginning on page 80 of the solicitation: Factor 1 Technical Based on Tasks 1 through 4 of the Statement of Work The proposal must include a written narrative or documentation not to exceed fifteen (15) pages which demonstrates a thorough understanding of the Tasks 1 through 5 found in section two (2) of the Statement of Work. Factor 2 Key Personnel/Experience/Program Management The proposal must include the following forms completed for evaluation. These forms are found in Section D of this solicitation and are as follows: D.1 Legal Services Employee Data Form D.2 Legal Services Law Firm Data Form D.3 Contract Management Form Proposal must include a listing of all personnel who will be assigned to this contract including training, certifications, years of experience in the field of patent prosecution, years as an employee of the offeror and should be represented by a Resume of no more than four (4) pages in length for each individual. Documentation submitted should demonstrate the legal firm practitioner s technical expertise in patent filing encompassing all disciplines stated in Section 5 Personnel Responsibilities and Qualifications of the Statement of Work. Factor 3 Past Performance Information The Government Contracting Officers knowledge of and previous experience with the supply or service being acquired; The Government wide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov or additional past performance information that is reasonably available. Factor 4 Price/Cost Proposal Complete blocks 12 (if applicable), 17, and 30 of the RFQ, SF 1449. In doing so, the offeror accedes to the contract terms and condition as written in the RFQ. These sections constitute the model contract. Insert the proposed unit and extended prices in the Pricing Schedule (s) found on pages 30-34lfor each Contract Line Item in the Schedule of this solicitation. Do not deviate from the solicitation format. Failure to comply with this directive may result in a non-responsive offer and disqualification from the competition. No other price/cost data will be accepted. A best value evaluation will be conducted Per FAR Part 13.106-2(b)(3). Using price and other factors, in an effort to ensure that quotations can be evaluated in an efficient and minimally burdensome fashion, the Contracting Officer will conduct a comparative evaluation of quotations using the factors 1 through 4. Factor 1, Factor 2 and Factor 3 are equal, and when combined, more important than Factor 4, price Any questions pertaining to this solicitation must be submitted via email to Contracting Officer Linda Buccigrossi at linda.buccigrossi@va.gov by 1:00 PM ET on Thursday, 9/7/2017 and will be addressed via an amendment to the solicitation. All quotes shall be submitted to the Contracting Officer Linda Buccigrossi by email to linda.buccigrossi@va.gov by 11:00 AM ET on Monday, 9/18/2017. Please Include: TTP VA240-17-Q-0205 in the subject line of your email. No hardcopy proposals will be accepted, and late offers will not be accepted. Offeror must submit a cost proposal as a separate document. Offeror shall follow the instructions found in sections E.11 and E.11a beginning on page 80 of the solicitation. Please be sure to read the solicitation, including directions and instructions in their entirety. While the Government will strive for maximum objectivity, evaluations, by their nature, are subjective; therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotations. It is anticipated that one contract will be awarded, however the Government reserves the right to award multiple contracts if needed. If further questions are required, the contracting officer may contact the Offeror or Offerors. Award may be made without discussion. Award will be made to the responsible Offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, requirements, and also provides the best value to the Government.
