- THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Phoenix VA Health Care System (PHOVAHCS) has a requirement to project involves the installation of wallcovering for the corridor areas on the 5th floor Wing C & D of Acute Mental Health Unit at the Phoenix VA Health Care System (PHOVAHCS). This is part of a renovation project due to the worn and damaged finishes in these particular areas. The intent of the procurement is to award a firm-fixed price contract. Unique Features: Please view the Statement of Work listed below for more information PHOENIX ARIZONA VA HEALTH CARE SYSTEM (PVAHCS): 650 E. Indian School Road, Phoenix AZ 85012 The applicable NAICS code is 238320 Painting and Wall Covering Contractors. Small Business manufacturers for this NAICS code have a size standard of $15.0. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in September 5th, 2017. Award of a firm fixed price contract is contemplated by September, 2017. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. This is part of a renovation project due to the worn and damaged finishes in these particular areas. Selected product and must meet or exceed said example. Project overview consists of: Installation will be conducted by VA personnel. Manufacturing requirements: The manufacturer shall be expected to provide commercial grade wallcovering to meet the design intent shown in the attached specifications sheets. Manufacturer shall meet with the construction, and warranty requirements as outlined in these specifications. Delivery lead times staggered to accommodate specific timeframes on call indicated by VA designer to be stored by manufacturer and delivered during the specified timeline intervals. Design Efforts required: The VA Interior Design department has completed the programming and interior design selection for the ACC s within the Phoenix VA Healthcare System. The specification sheets indicate specific Koroseal products as an example required for this project. GENERAL INFORMATION This specification establishes the minimum requirements for the acquisition and/or installation of a complete and usable selection of wallcovering. All products and components will be new; refurbished products will not be accepted. All products will be commercial grade for healthcare and commercial use. Substitutions of the finishes and fabrics shown in the product pages shall NOT be accepted. Pricing shall include these exact finishes and fabrics as either Graded-In or COM as chosen by the VA Interior Designer. The documents provided are for quotes and are NOT intended to be used as final installation drawings. Product Quantities: Product quantities have been provided for convenience only. It is the responsibility of the vendor to review all drawings and confirm correct quantities prior to order. PDF format drawings are included. PRODUCT AND VENDOR DATA Include with Submittal documents (in paper and PDF format as indicated in Submissions Section above): All applicable warranties. Estimated delivery times, with concurrence of the VA designer s specific timeline intervals as acceptance of said detailed delivery method. Delivery method: Trucks direct to warehouse, unpackaged. DO NOT SUBMIT: Technical specification books Company brochures DELIVERY, STORAGE AND HANDLING All products shall be delivered to the warehouse. Storage of product prior to delivery is vendor s responsibility. There shall not be a staging area provided at the project site. Product is manufacturer s responsibility until the Phoenix VA Interior Designer accepts complete delivery. COMPONENTS REQUIREMENTS The types of components or elements utilized shall be as shown on the drawings and the specification sheets. The storage capacity, width of aisles/corridors, or layout configuration shall not be reduced. After award, vendor shall be able to field verify project site. Any modification after award shall be approved by the client prior to order/implementation. WARRANTY WARRANTY INFORMATION provided needs to indicate the length, what is covered, if labor services are covered, and the usage that warranty covers (24/7 or 8 hour work day, etc.) THE VENDOR/MANUFACTURER SHALL PROVIDE WARRANTIES as indicated below: Warranties for wall-covering will meet or exceeds commercial warranties.. Warranties shall be signed by the authorized representative of the manufacturer. Warranties accompanied by document authenticating the signer as an authorized representative of the guarantor, shall be presented to the owner upon the completion of the project. The vendor shall guarantee that the wall covering products are free from any defects in material and workmanship from the date of delivery. SCHEDULE DELIVERY Coordinate delivery of items with the Phoenix VA Interior Designer.
