Description
Redacted Brand Name Justification Attachment -2 Additional Information Attachment -1 Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2005-95, DPN 20161222, and NMCARS 13-14. This solicitation, N00173-17-Q-SE03, is issued as a brand name Request for Quote (RFQ). The U.S. Department of the Navy; Naval Research Laboratory Contracting Division proposes to enter into a brand name sole source contract for the purchase of twelve (12) Turner Designs C6P Submersible Fluorometers using the simplified procedures for certain commercial item included in FAR subpart 13.5. NRL has a requirement for the design, manufacture and delivery for twelve (12) submersible, multi-sensor instrument packages for sensing bio-optical properties of the water, with internal data logging, and high-capacity batteries. Each package will contain up to six instruments in a single, completely enclosed container. The compact, modular construction enables a variety of interchangeable instruments to be deployed. Each instrument package requires high-capacity external batteries that are suitable for long-term deployment of the instrument packages on moorings. The redacted approved brand-name justification and a complete description of requirement for the items to be acquired including applicable FAR and DFARS clauses and provisions for this combined synopsis/solicitation are attached: Facsimile proposals are NOT authorized. Responses are due no later than 04:00 PM EST on 11 September 2017. Complete proposal packages must be submitted by the time and date for which quotations are due in order to be considered for award. Responses received after the time and date for which proposals are due will not be considered. Responses may be submitted electronically to Contract Specialist, Eric Sogard, electronically at the following e-mail address: eric.sogard@nrlssc.navy.mil. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFQ no later than 5 business days after the issue date of this synopsis/solicitation. This procurement is for new equipment ONLY, unless otherwise specifically stated. No remanufactured or "gray market" items are acceptable. All equipment must be covered by the manufacturer's warranty. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.
