Description
NOTICE OF INTENT Housing Development Opportunity NASA Ames Research Center, Moffett Field, CA August 31, 2017 The U.S. General Services Administration (GSA), on behalf of the National Aeronautics and Space Administration (NASA), provides notice that the Government will issue a Request for Proposals (RFP). The Government is seeking a qualified lessee to construct and operate a minimum of 1,930 housing units on approximately 45-acres of Federal property located within NASA Ames Research Center owned property, Moffett Field, CA. The primary objective of this opportunity is to build new housing at NASA Ames in Silicon Valley, as contemplated in the NASA Ames Development Plan (NADP). The proposed lease will provide an opportunity for an experienced developer to increase local housing stock and to enhance the functioning and ongoing development of a world-renowned research facility. Through the RFP and subsequent lease agreement, NASA seeks to attain its goals to: · implement the housing mitigation measure contemplated by the NADP and the Record of Decision (ROD) to the Final Programmatic Environmental Impact Statement; · promote the construction and occupancy of a minimum of 1,930 housing units, including a minimum of 10% of affordable units, and ancillary services; · maximize financial benefits to the Government; · obtain best value to the Government, through an open, public competition; · leverage the expertise of the real estate industry. The selected entity, as a lessee to NASA, will be required to comply with applicable laws, regulations and policies, including, but not limited to environmental compliance. GSA intends to issue the RFP in the Fall of 2017. The release of the RFP will be widely announced and will be posted at www.fbo.gov. The planned RFP will describe the property being made available for lease, provide response instructions to offerors and specify the evaluation criteria that will be used to assess the quality of all proposals. This NOI is being issued for information purposes only and does not constitute a solicitation. Any responses to this NOI will not be considered an offer and will not be accepted by the Government to form a binding contract.
