Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable. The US Fish and Wildlife Service (FWS), National Conservation Training Center (NCTC) in Shepherdstown, WV has a requirement for the removal of twenty three (23) trees of various sizes. The work is to be performed in accordance with the Tree Removal SOW (Attachment A). The trees identified for removal are listed on the NCTC Tree Removal List (Attachment B) and the locations of the trees are shown on the NCTC Tree Removal Map (Attachment C). Unless otherwise described on the list (Attachment B), the trees are to be completely removed, with the stump cut at a height of one foot or less. The work is to be performed in a timely manner with all work completed no later than March 15, 2018. The majority of the work will be along public roads adjacent to the NCTC property, or on private land adjacent to NCTC. Permission to access private property has already been granted by the landowners. All work is to be performed under the supervision of an experienced Arborist. Most work may be performed at a time determined by the Contractor, however, trees numbered 1 and 2 on the main campus require coordination with the Staff. Work on these two trees must be scheduled during times of the day when the noise will not affect guests. Work on these two trees may be scheduled on weekends, holidays, or when there are no guests on the property. Due to annual Deer Hunts on the property, tree removal and associated work shall not be performed on the following Saturdays: October 28, November 25, or December 2, 9, 16 and 30, 2017.
