- The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA), respectfully request a quote (RFQ) for a "CLARIOstar Microplate Reader" or equivalent product in accordance with FAR 52.211-6, Brand Name or Equal as follows: LINE ITEM PRODUCT # DESCRIPTION QTY 0001 0430-101 CLARIOstar 1 1000-501 Control & Evaluation Software 1 1100-430-110 Bottom Reading 1 0002 1100-430-120 Absorbance-Spectrometer 1 0003 1100-430-130 Luminescence 1 Salient Characteristics Required: • Measure entire UV/Vis spectra at 1nm resolution, over 600 individual wavelengths, capture in less than one second per well • Fluorescence monochromators and filters can be used independently or can be used "in line" (linearly), i.e. excitation with filter and emission detection with monochromator if required. • Fluorescence detection with either monochromators or filters. Monochromators and filters both accessible in top and bottom detection modes. • Monochromators using direct-excitation optics with no fiber or liquid light guides. • In all modes, a tunable dichroic mirror, adjustable in 0.1nm increments, to enhance sensitivity. • Monochromator bandpass continuously adjustable with broad-bandpass capability, from 8- to 100nm in 1nm increments. • Measurements in UV/Vis absorbance using variable bandwidths from 1- to 10nm, i.e. users can choose to measure at 450nm +/- 0.5nm or +/- 5.0nm. • Fluorophore library- software will automatically select both correct wavelength and bandpass for fluorophores. • Capable of collecting complete UV/Vis absorbance spectrum from 220nm-1000nm in 1nm increments in under 1 sec/well. • LASER for AlphaScreen TM and AlphaLisa TM measurements. • Automatic filter detection and recognition using optical analytics, i.e., automatic center wavelength and bandpass identification for filters. • Reagent injection can occur in all modes - FP, luminescence, absorbance, fluorescence, or time-resolved fluorescence. • CO2 and O2 concentrations can be monitored via PC software, recorded as test-run data and software adjusted over time as part of test-run protocols. • Measurement from the bottom in all modes- Fluorescence, Luminescence, ABS, FP, AS, and TR-FRET. • 0.1mm Z-height focusing from top and bottom • Internal Diagnostic Program- system that automatically checks all internal components and sensors for performance. *Please include any available discounts and shipping/delivery charges with your quote. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-88 and the Department of Health and Human Services (HHS) Acquisition Regulation (HHSAR), (12/18/2015). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Invoice Submission a. Invoice Instructions for NIH Fixed-Price Type Contracts, NIH (RC)-2, are attached and made part of this contract. The Contractor shall follow the attached instructions and submission procedures specified below to meet the requirements of a "proper invoice" pursuant to FAR Subpart 32.9, Prompt Payment. 1. Payment requests shall be submitted to the offices identified below. Do not submit supporting documentation (e.g., receipts, time sheets, vendor invoices, etc.) with your payment request unless specified elsewhere in the contract or requested by the Contracting Officer. a. The original invoice shall be submitted to the following designated billing office: National Institutes of Health Office of Financial Management Commercial Accounts 2115 East Jefferson Street, Room 4B-432, MSC 8500 Bethesda, MD 20892-8500 b. One copy of the invoice shall be submitted to the following approving official: Contracting Officer OM/Office of Acquisitions National Institutes of Health National Institute of Environmental Health Sciences PO Box 12874 MD K1-05 Research Triangle Park, NC 27709 E-Mail: Julie.Bardo@nih.gov The Contractor shall submit an electronic copy of the payment request to the approving official instead of a paper copy. The payment request shall be transmitted as an attachment via e-mail to the address listed above in one of the following formats: MSWord, MS Excel, or Adobe Portable Document Format (PDF). Only one payment request shall be submitted per e-mail and the subject line of the e-mail shall include the Contractor's name, contract number, and unique invoice number. Note: The original payment request must still be submitted in hard copy and mailed to the designated billing office to meet the requirements of a "proper invoice." 2. In addition to the requirements specified in FAR 32.905 for a proper invoice, the Contractor shall include the following information on the face page of all payment requests: a. Name of the Office of Acquisitions. The Office of Acquisitions for this contract is NIEHS. b. Central Point of Distribution. For the purpose of this contract, the Central Point of Distribution is NIEHS_OA_Invoices-BranchC@mail.nih.gov. c. Federal Taxpayer Identification Number (TIN). If the Contractor does not have a valid TIN, it shall identify the Vendor Identification Number (VIN) on the payment request. The VIN is the number that appears after the Contractor's name on the face page of the contract. [Note: A VIN is assigned to new contracts awarded on or after June 4, 2007, and any existing contract modified to include the VIN number.] If the Contractor has neither a TIN, DUNS, or VIN, contact the Contracting Officer. d. DUNS or DUNS+4 Number. The DUNS number must identify the Contractor's name and address exactly as stated in the contract and as registered in the Central Contractor Registration (CCR) database. If the Contractor does not have a valid DUNS number, it shall identify the Vendor Identification Number (VIN) on the payment request. The VIN is the number that appears after the Contractor's name on the face page of the contract. [Note: A VIN is assigned to new contracts awarded on or after June 4, 2007, and any existing contract modified to include the VIN number.] If the Contractor has neither a TIN, DUNS, or VIN, contact the Contracting Officer. e. Invoice Matching Option. This contract requires a three-way match. f. Unique Invoice Number. Each payment request must be identified by a unique invoice number, which can only be used one time regardless of the number of contracts or orders held by an organization. g.
