- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) to procure an Accuri C6 Bench Flow Cytometer System without competition as prescribed in FAR 13.106-1. Specifically, the Government will procure this system manufactured by Becton, Dickinson and Company. The Viral Disease Branch (VDB) at the WRAIR requires an Accuri C6 Bench Flow Cytometer System and additional supplies in order to perform flow cytometry-based immune readouts (including neutralization and antibody dependent-enhancement assays). This will allow the VDB to carry out its mission to conduct Pre-Clinical Trials. The purchase of the Accuri C6 Bench Flow Cytometer System is the only product that will allow accurate collection of data compatible with the VDB's existing cytometers used for conducting current Pre-Clinical studies, particularly the high volume of samples that need to be run through the end of FY18. VDB has been conducting ongoing research with a government owned BD Accuri C6 Bench Flow Cytometer System. Procuring any other piece of equipment risks the accuracy of the ongoing study and therefore potentially wasting the hundreds of man hours already spent on the pre-clinical trials, as well as, the money spent on the already owned equipment. The BD Accuri C6 Bench Flow Cytometer System is the only product that will allow continued accurate and compatible research data to the data that has been collected in the ongoing pre-clinical trials. No other product on the market is capable of doing this. The North American Industry Classification System (NAICS) for this requirement is 339112 and FSC 6515. Proposed solicitation number: W81XWH-17-T-0423. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name sole source only. All questions and responses concerning this notice shall be emailed to James Cheng at james.cheng1.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 10:00 AM ET, 15 September 2017.
