- Description
- Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to award a firm fixed-price Indefinite Delivery Indefinite Quantity contract for the procurement of up to seven (7) each Radar Signal Simulator (Part Number: FT0100-15; NSN: 6625-01-533-4055), on a sole source basis with Harris Corporation (Cage: 91417) of Palm Bay, FL. This procurement will provide requirements to support initial outfitting for P-8A aircraft maintenance support for the United States Navy, Partner Countries and Foreign Military Sales customers. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Harris Corporation because as the Original Equipment Manufacturer, Harris Corporation is the only known source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. The above Support Equipment (SE) was designed by Harris Corporation at their own expense and tested to meet specifications for maintenance of the 737 and P-8A aircraft. Harris Corporation owns all proprietary rights to the engineering data and detailed product drawings. The Government does not possess the data rights, the interface requirements or the functionality requirements for the SE to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference N68335-17-R-0400.
