- Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to award a firm fixed-price contract for the procurement of a one (1) year plan for Contracted Field Site Services and Support for three (3) Large Article Monitor (LAM)-12 Radiological Bulk Counters located in the Continental United States - one (1) unit at TOXCO, Oakridge, TN, one (1) unit at Fleet Readiness Center Mid-Atlantic Site Norfolk, Norfolk, VA, and one (1) unit at Fleet Readiness Center East, Cherry Point, NC, on a sole source basis with Thermo Eberline LLC (CAGE Code: 52GB6) of Franklin, MA. This procurement will cover all parts, labor, and travel time and expenses, for any Repairs and Program Management required for one (1) year. Each machine has unlimited visits and support during the contract period. Parts will be expedited as needed. Also included in this procurement are two (2) option years for additional one (1) year of support for the three (3) units. This requirement is for the processing of critical contaminates and potentially contaminated aviation and maritime patrol depot-level repairables. Thermo Eberline Technicians have all proprietary software and hardware required to support the LAM-12 bulk counters. Service support of these units is critical to preventing extended periods of down time due to maintenance. Based on our market research, it was determined that Thermo Eberline is the only company who can meet the service requirements in a timely manner. No other vendor has the proprietary software and hardware which would enable them to provide the support. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Thermo Eberline LLC because this firm is considered the only responsible source capable of meeting the requirement. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference N68335-17-R-0396.
