Note that the specific requirements in section 11B are subject to change prior to the release of any solicitation. 11B. The Advanced Concepts and Modeling Branch (AC&M) within the Sensors and Electron Devices Directorate (SEDD) at the Army Research Laboratory (ARL) requires the procurement of a silicon single photon avalanche diode (Si-SPAD) detector for use with a Government-owned time-correlated single photon counting (TCSPC) system from Edinburgh Instruments. Specifically, the SEDD requires the proposed Si-SPAD detector for TCSPC with the following: •Detection efficiency better than: 25%@700nm, 12%@800nm, 4%@900nm, 1%@1000nm •Active area of 100um or greater •Dark count rate less than 100 counts per second (cps) •Analog output pulse with greater than 30mV into 50ohms and timing resolution (instrument response function) less than 50ps full width half max (FWHM) in the red spectrum •Includes power supply compatible with 60Hz (hertz) /120V (volt) US standard nm=nanometer, um=micrometer, mV=millivolts, and ps=picoseconds C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I)To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 employees standard that accompanies NAICS code 334519. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III)Past experience/ performance through the description of completed projects. (12) Responses to this sources sought are due no later than 11:59AM eastern standard time 09/06/2017. Submissions should be emailed to Robert Edwards, Contract Specialist, robert.a.edwards147.civ@mail.mil.
