- Attachment #1 THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. IT IS STRICTLY A REQUEST FOR INFORMATION. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE (SSN). NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 SUBJECT: The US Army Medical Research and Materiel Command (USAMRMC) is conducting market research to determine whether there is a commercial capability to treat whole blood for viruses, bacteria, and protozoans prior to transfusion for a reduction of disease transmission and for the inactivation of white blood cells prior to transfusion. This market research may also assist with the further development and/or refinement of US Army and Department of Defense (DoD) requirements. Responses are due to this RFI by 4:00 PM on 18 September 2017. 2.0 DISCLAIMER: This SSN is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offer will be considered in response to this SSN. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this SSN. All information received in response to this SSN that is marked Proprietary will be handled accordingly. Responses to the SSN will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 3.0 DESCRIPTION: The U.S. Army Medical Material Development Activity (USAMMDA) develops new drugs, vaccines, and medical support equipment that enhance readiness, ensure the provision of the highest quality medical care to the DoD, and maximize survival of medical casualties on the battlefield. USAMMDA Pharmaceutical Systems Project Management Office has a requirement funded through the Defense Health Agency to develop a U.S. Food and Drug Administration (FDA) approved whole blood pathogen reduction device (WBPRD) for treating donated whole blood used in emergency transfusions in deployed military settings. The requirements identified to develop the WBPRD are: (1) a process of treating emergency fresh whole blood with a safe, non-toxic pathogen reduction methodology effective against parasites (Babesia, Malaria, T. Cruzi), viruses (HBV, HCV, HIV), bacteria and donor white blood cells; (2) clinical trials to demonstrate the safety and effectiveness of the process; and (3) submission of a Pre-Market Application (PMA) for approval of the WBPRD. 4.0 REQUIREMENTS: The Army wishes to identify any and all commercial entities with the capability to treat whole blood for viruses, bacteria, and protozoans prior to transfusion for a reduction of disease transmission and for the inactivation of white blood cells prior to transfusion. The Key Performance Parameter (KPP) and additional attributes required for this capability are attached. The Government encourages frankness, creativity, and innovation in responses to this SSN.
