- The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Laboratory of Molecular Microbiology (LMM) intends to negotiate on an other than full and open competition basis with Becton, Dickinson & Co, One Becton Drive, Franklin Lakes, NJ 07417 to procure one FACSLyric 2L6C Instrument, for vaccine studies. Beckton, Dickinson & Co., is the sole manufacturer of the FACS Lyric 2L6C instrument and does not sell this instrument through distributors. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20814 approximately 30 days after receipt of award. The Laboratory of Molecular Microbiology (LMM) main focus is murine (e.g., murine leukemia virus) and primate retroviruses (e.g., HIV, simian immunodeficiency virus, and simian human immunodeficiency virus), with the principal area of research activity involving HIV-1. Fundamental investigations of viral gene regulation, protein structure and function, and particle assembly are integrated with studies of the determinants of immunologic protection against HIV and viral pathogenesis. Multi-color analysis of single-cell suspensions of immune cells is required for the understanding of HIV pathogenesis and vaccine studies. To accommodate this, additional research instrument, the BD FACSLyric 2L6C must be acquired. The LMM has a need for the FACSLyric 2L6C instrument to effectively conduct experiments in relation to broadly neutralized antibodies for HIV-1 prevention. In order to effectively perform these experiments, the lab requests the FACSLyric 2L6C instrument that has increased analytical capabilities which greatly enhances the overall mission of the Laboratory of Molecular Microbiology. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same products may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1860690) to Akilah Bullock at akilah.bullock@nih.gov, by 6:00 pm eastern standard time Wednesday, September 6, 2017. All sources shall provide certification from OEM that they are an authorized reseller provider for this equipment. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
