Description
The Bureau of Land Management (BLM), WO-302 Business Management Office in support of WO-310 Fluid Minerals has a requirement to purchase software. It is the Agency intention to award this requirement as a Sole Source, In accordance with the authority granted under 41 U.S.C. 253(c), this request for award under other than full and open competition is hereby submitted. BLM intend to award this requirement to Flow-Cal for the subscription of CALCit Laptop Software. Bureau-wide use of CALCit Laptop Software: Base API 11.1 (Tables A-D) CALCit Crude Oils Base Corporate License and CALCit Subscription. CALCit will provide the BLM oil and gas program staff with gas and liquid flow measurement calculations needed to compute the net oil volumes from run tickets per the new regulations outlined in 43 CFR 3174. CALCit uses industry standard calculations, allowing users to perform spot calculations for gas volume, plate size, liquid correction factors, speed of sound, and more. CALCit assists in the validation of other systems with the ability to view, save, and print the results of multiple calculations. The Flow-Cal Subscription provides for software support, maintenance, upgrades, and ensures that the Flow-Cal software will remain compliant with evolving standards including those of the American Gas Association (AGA) and the American Petroleum Institute (API).
