- This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Meso Scale Discovery, 1601 Research Blvd., Rockville, MD 20850-3126, for the acquisition of a Meso QuickPlex Analyzer. 1.A10AA-0, Meso QuickPlex SQ 120 Analyzer 2.Shipping The Meso QuickPlex SQ 120 analyzer is a plate-based laboratory analytical instrument utilizing electrochemiluminescence. The detection involves a proprietary SULFO-TAG labeled reporter emitting light by electrochemical stimulation initiated at the electrode surfaces of MULTI-ARRAY MULTI-SPOT microplates through biomolecular interactions between the analyte and labeled reporter. The Meso QuickPlex SQ 120 enables continuity of instrument performance and is compatible with the current Meso Sector Imager 2400 model and software used in the lab. Both models have nearly identical specifications that allow easy comparison and aggregation of historic experimental data with current experimental data and ongoing rodent studies. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing" and a Size Standard of 1000. The anticipated period of performance is 30 Days, ARO. NIEHS will solicit and negotiate directly with Meso Scale Discovery and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 10:00 AM, September 6, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Meso Scale Discovery.
