Description
J&A for Thermo Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, 10USC 2304 ( c ) (1) to Thermo Environmental Instruments, 75 Forge Parkway, Franklin, MA 02038. NAICS Code is 334519 and Business Size standards 1000. The contractor shall provide the following: Total Hydrocarbon analyzer (5liHT - AMCA) with peripheral hardware. Breakdown: (a) 5li HT - A 120 Vac 50/60 HZ (b) 5li HT - M No Internal Zero/Span Mixed Fuel (c) 5li HT - C0-20, 4-20mA Current Output, 6 Channels, 0-10v Analog Input, 8 Channel (d) Mounting Hardware - 5liHT-A Bench mounting and Ears/Handles, EIA (e) Shipping Cost (f) Manuals, Operator, 1 each (g) Manuals, Maintenance, 1 each (h) Standard Commercial Warranty The U.S. Army Public Health Command requires this purchase for equipment used for sampling emissions from industrial stacks. Thermo Environmental Instrument equipment employs unique connections, fitting and modularity that is compatible with existing equipment being used. Equipment from all other vendors were incompatible and not approved for RM sampling. Please see the attachment labeled, "justification" for further detail as to why this action is being negotiated solely with Thermo Environmental Instruments, Cage Code: 0HTS3. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via web to https://www.sam.gov. Responses must be received no later than 3:00 p.m., Eastern Daylight Time, 11 September 2017. Responses should be submitted electronically to Sharon.a.gary.civ@mail.mil This notice of intent is not a request for competitive proposals; however, the government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE REQUEST WILL NOT BE HONORED.
