Document Type: Presolicitation Notice Solicitation Number: N02CO72710-78 Posted Date: 9/5/2017 Response Date: 9/11/2017 9:00 AM ET Classification Code: R499 NAICS Code: 541990 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Metabolic Epidemiology Branch (MEB), plans to procure on a sole source basis, services to add data to an existing cohort of 3,643 breast cancer survivors from Kaiser Permanente Colorado (KPCO) into the currently existing Kaiser/DCEG Breast Cancer Survivors' Cohort study, from Kaiser Foundation Hospitals, 1800 Harrison St. Fl 16, Oakland, CA, 94612-3466. This acquisition will be processed in accordance with FAR Part 13.106-1 (b)(1)(i). The North American Industry Classification System code is 541990 and the business size standard is $15 million. The period of performance is from 9/30/2017 - 9/29/2018. It has been determined there are no opportunities to acquire green products or services for this procurement. 1) Purpose The information obtained under this procurement will be used to assess mammographic density in order to determine the relationship between mammographic breast density, density change and risk of contralateral breast cancer (CBC) development. This effort aims to add data to an existing cohort of 3,643 breast cancer survivors from Kaiser Permanente Colorado (KPCO). Using a nested case-control study design, mammograms will be retrieved for Mammographic Breast Density (MBD) assessment from an estimated 136 CBC cases and their matched controls (n=272), who will be identified from the KPCO cohort within the study period (1994-2015). Because body mass index (BMI) is a potential important confounder, since BMI is known to be inversely associated with MBD and may be positively associated with risk of CBC, height and weight measures will be abstracted from medical records from up to 500 medical records for a selected group of subjects whose initial breast cancer diagnosis was before 2000 (when height and weight began to be included in the electronic medical record at KPCO).
