- SOURCES SOUGHT NOTICE 1. Solicitation Number: HHS-NIH-NIDA-SSSA-SS-2017-789 2. Title: Baltimore Longitudinal Study of Aging (BLSA) Database Consulting Services 3. Classification Code: B - Special Studies and Analyses - Not R&D 4. NAICS Code: 541712 5. Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The Baltimore Longitudinal Study of Aging (BLSA) studies age-related changes in medical, physiological, cognitive and physical functioning across the adult life span. BLSA participants visit on a regular schedule for testing designed to predict normal as well as pathological aging. Over the decades, the BLSA has collected a large variety of multi-dimensional data, which consists of standard clinical assessments as well as sub-studies that include specialized or experimental measurements. The BLSA data is both diverse and disperse, often organized by topic area or primary investigator. In contrast, analyses such as machine learning are data-driven approaches, which rely on a single cohesive, uniform, and complete dataset. Consulting services are required to support assembling the Baltimore Longitudinal Study of Aging database. Purpose and Objectives: The purpose of this requirement to procure technical expertise to merge Baltimore Longitudinal Study of Aging (BLSA) MySQL and SAS data into a single cohesive dataset in an open non-proprietary format and to automate and document the process to ensure that as the study continues, new BLSA data becomes available in this open consistent dataset using a structured, and traceable process. Project requirements: The Contactor shall provide Baltimore Longitudinal Study of Aging (BLSA) database consulting services to the National Institute of Aging as follows: • Generate a consolidated BLSA dataset of all currently available data in one database (SQLite dump of MySQL database). • Add identified data domains (e.g. Cognition, updated/cleaned Diet, and Diabetes) to consolidated BLSA database, as well as any other extant data files. • Refactor the BLSA database to isolate redundant visit data, creating a participant-visit table that defines the primary keys used for joining data tables • Define how collections of data and meta-data previously associated with specific studies will be maintained in the BLSA database (e.g. participants, duration, data columns, purpose, PI, etc). • Assemble as many data columns as possible for an identified Alzheimer's Disease (AD)-positive cohort and matched controls (~250 cases and controls). • Assemble remaining participants ("random" controls) that maximize column overlap with those in AD cohort. • Identify missing data columns that would help to expand the data available for the AD cohort participants, including controls, and visits prior to diagnosis. • Identify missing and/or unavailable data domains from longitudinal BLSA data collected prior to 2003 and harmonize those data domains/variables available with post-2003 data. • Assemble example datasets that minimize missing values while maximizing visit numbers (timespan), available data columns, and available participants • Assist National Institute of Aging to define a standard collection of flat tables in text files (i.e. csv) that represent the BLSA database. • Establish a collection of useful SQL queries with corresponding documentation in our local GitLab repository. • Deposit all existing and new SAS code used to assemble and clean data in GitLab. • Add brief descriptions of new and existing SAS code in GitLab. • Survey missing code necessary to produce a complete traceable "snapshot" of the consolidated BLSA dataset in order to coordinate releases of data with the code used in its cleanup/generation. Anticipated period of performance: Period of performance is one (1) year from date of award. Other important considerations: Key Personnel: The Contractor employee providing services for this effort shall be considered key personnel. Key Personnel requirements are as follows: • A PhD in Biostatics or Statistics • At least 10 years' experience with MySQL, SAS and other database systems. • At least 10 years' experience providing guidance related to data content and structure of Baltimore Longitudinal Study of Aging (BLSA) or similar longitudinal clinical studies to government agencies, academic institutions, and/or start-up companies at the executive level. Capability statement /information sought. Contractors that believe they possess the ability to provide the required services should submit a capabilities statement on their ability to meet each of the project requirements to the Contract Specialist. The Contractor shall directly and specifically state, in the capabilities statement, which project requirements can be meet. Contractor shall include staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; and (d) examples of prior completed Government contracts, references, and other related information. The Contractor must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to a (5) page limit. The 5-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Michelle Morelli, Contract Specialist at michelle.morelli@nih.gov The response must be received on or before September 10, 2017 at 6 PM, Eastern Time. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
