- DIB Development 5th Edition NOCA The goal of the DIB Development 5th Edition contract is to conduct DIB software development and associated DIB software community support using an Agile software development methodology. The DIB is a common set of enterprise service standards and software that allows for seamless information sharing between DCGS sites and systems. DIB capabilities allow intelligence information to be discovered, retrieved and analyzed across Service, Agency and organizational boundaries. The DIB is fully open and documented to ensure that any US government entity or government-contracted vendor can integrate DIB software and services, and develop and integrate services to the DIB. The current core of the DIB, the Distributed Data Framework (DDF), is Free and Open Source Software (FOSS), completely available to the public and international partners. The DIB was developed under the management of the DCGS Multi-Service Execution Team Office (DMO) located at Hanscom AFB in Massachusetts. The DIB and the information services implemented in the DoD DCGS Enterprise improves the collaborative, distributed, Distributed Common Ground / Surface Systems (DCGS) Enterprise. Open and documented standards (commercial and government) are critical to this effort. The intent is to reduce the proliferation of proprietary system and application solutions and standardize data interfaces for the DCGS Enterprise and improve intelligence information sharing. Additionally, the DMO intends to put the agile process on contract; not a set of requirements. The Government intends to award one Single Award Indefinite Delivery Indefinite Quantity supply contract for this effort, with Labor Hour and Cost Reimbursement line items. The Government intends to provide offerors at least 30 days to submit a proposal, starting from the solicitation release date. All responsible sources may submit a proposal which shall be considered by the agency. Only one proposal will be accepted, no alternate proposals. This notice of proposed contract action is for planning purposes only and does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to the Air Force Life Cycle Management Center.
