- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Coastal Environmental Systems Inc. for six (6) Weatherpak Weather Stations for the NOAA National Weather Service Voluntary Observing Ship (VOS) Program located in Silver Spring, MD 20910. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on August 25, 2017 and closed on August 30, 2017. No responses were received. Justification for Sole Source The requested items are provided solely by Coastal Environmental Systems Inc. and the only qualified source of these items due to the company’s extensive knowledge of the design required and extensive background working with the NOAA, the U.S. military and additional government agencies which allows the company to possess flexibility to meet the governments requirement within the requirement timeframe. If the Office of Observations Program Management Brach, Voluntary Observing Ship (VOS) Program cannot procure the needed items, it will have a negative impact on the National Weather Service’s VOS program ability to address data quality concerns that impact the weather model, thus increasing the risk to safety of life at sea and international commerce.
