Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This acquisition is being conducted in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. Simplified acquisition procedures will be followed. (ii) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (iii) This combined synopsis/solicitation will result in the issuance of a firm fixed price commercial services contract. The estimated period of performance for the contract with all the performance periods is from September 26, 2017 through September 25, 2020. (iv) This combined synopsis/solicitation is being issued as a full and open competition. The NAICS Code is 822310 with a size standard of 7.5 million dollars. (v) This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health and Inspection Service (APHIS), Plant Protection and Quarantine Service (PPQ). Currently the USDA owns and operates four (4) tray washers utilized in the rearing process of Mexican Fruit Flies at two locations listed in the statement of work; Edinburg and Harlingen, TX. (vi) The objective of this procurement is to procure contractor services for maintenance and inspection service to the four (4) tray washers on a quarterly basis, and as needed repairs. (vii) REQUIREMENT: See the Schedule of Items in Attachment One. (viii) STATEMENT OF WORK: See Attachment One for the Statement of Work. (ix) See Attachment One for the Solicitation Provisions and Contract Clauses applicable to this solicitation and ensuing contract. (x) EVALUATION OF QUOTES: The Government will evaluate the quotes in accordance with FAR part 13.106-2 and award a contract resulting from this solicitation to the responsible Contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In this acquisition, the Government will obtain best value by using the Tradeoff Process source selection evaluation procedure in FAR part 15 which permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced quote. The government will evaluate the following: Technical capability of the service to meet the agency's needs and the demonstrated ability to perform the work requested in the SOW which includes, among other things, the contractor's certifications, expertise, personnel, and the requisite skills needed to perform the maintenance, inspections, maintenance and repair work on the respective equipment, and the proximity of the Contractors facility to the USDA facilities where the equipment is located. Relevant past performance and prior experience will be considered which includes the contractor's experience performing comparable maintenance, inspection and repair services of similar or greater complexity that demonstrates the knowledge, skills, and experience of similar scope, magnitude, and complexity to the requirements described in this statement of work. The Contractor shall provide information on current or prior contracts, including the dollar amount, contract name, agency, address, telephone number, email and a brief description of the project performed. Past performance will also measure the degree to which a contractor has satisfied customers in the past and complied with federal, state, and local laws and regulations. Contractors shall provide past performance references including the name, address, phone number and email for each reference. (xi) Quotations are due to the Minneapolis Contracting Office by 2:00 PM Central Time, September 18, 2017. Please reference the solicitation number on your documents. Quotes shall be submitted via email to the assigned Contracting Officer Corinne Nygren at Corinne.m.nygren@aphis.usda.gov Ms. Nygren can be reached by phone at (612) 336-3235. (xii) Quotes should be of sufficient detail to determine their adequacy. If a contractor's quote does not contain all of the items listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the contractor's quote, thereby making the contractor ineligible for award. As a minimum, contractors must submit the following to the Contracting Officer to be considered and have a complete quote: 1) Price Quote - a price for line items 001-003. This page should also include the vendor's full name, address and DUNS#. If the contractor will incur travel costs to perform the services under this contract the contractor must include their estimated travel costs as this will be part of the price evaluation. The pricing information should be sent separate than the information on the vendors technical capability and past performance. 2) Information on the services you are offering to provide that addresses your company's technical capability and past performance as requested in the section (x) above entitled 'Evaluation of Quotes'. Contractors should submit sufficient information in order for the government to conduct an evaluation of their quote. 3) Paragraph (b) of the provision 52.212-3, Offeror Representations and Certifications-Commercial Item if you've completed the annual representations and certification electronically via the System for Award Management (SAM) Website located at https://www.sam.gov/portal. If you haven't completed the annual representations and certifications electronically, please complete only paragraphs (c) through (r) of this provision. The Online Reps and Certs Representations and Certifications can be completed at www.SAM.gov, or you may use the provision in Attachment One. 4) The contractor shall identify the Department of Labor Service Contract Act occupations that apply to this contract. (xiii) The deadline for questions related to this solicitation is Thursday, September 14, 2017 at 8:00 a.m. CT. All questions must be submitted in writing to the Contracting Officer, Corinne Nygren. Any questions received after that date may not be accepted or answered.
