- Statement of Objectives Intent to Sole Source a Contract with DRS TRAINING & CONTROL SYSTEMS, LLC. for the repair of JMANPAD Threat Simulators for the Missouri National Guard. The 139th Contracting Office, 705 Memorial Drive, St. Joseph, MO 64503 intends to sole source a contract with DRS TRAINING & CONTROL SYSTEMS, LLC. for the repair of JMANPAD Threat Simulators. DRS is a sole source provider for this service due to being the original equipment manufacturer (OEM) of these JMANPAD threat Simulators. This contract will be awarded in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached Statement of Objectives (SOO) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Interested parties must submit a capabilities statement, which shall be considered by the agency. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached SOO for a description of the requirements.
