- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Nanovea, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1) The USACE Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for two (2) Nanovea mechanical hardness testers, models as follows: M1-PBASE and M1-NANO, peripheral software and accessories with the following specifications/characteristics: -The unit must be a combined profiler and mechanical tester such that spatially registered 3D profilometry and scratch/wear/hardness can be measured at identical locations on a sample. -The base must have a motorized X-Y translation of work table of 150x200mm, with lateral accuracy of 0.25 µm. -The base must have a Z motorized translation of 50mm, with a range of up to 140 mm. -The system must include a servo-driven micro module and a piezoelectric driven nano module to be capable of microscale and nanoscale measurements at high accuracy. -Both modules must be capable of profilometry, scratch, indentation hardness, and wear measurements. -The instrument must also include a Microscope imaging system, objective 10x and 50x lenses and an axial chromatism sensor, allowing for viewing and image capture at up to 2000x magnification. -The system must include an anti-vibration table and a plexiglass enclosure to reduce noise/vibration during measurement. The system must be robust enough to withstand freezing temperatures (T ≤ -10 ºC). -Must be capable of expanding to include environmental chambers for atmospheric control. Nanovea, Inc. is the only source identified by the Government that can provide a mechanical hardness testing system meeting the above specifications. Nanovea has no distributors among which competition can be employed. The associated North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing, which has a size standard of 1000 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
