Description

The Department of Veterans Affairs, NCO-21 intends to issue a sole source procurement action for Social Rehabilitation with; ANKA BEHAVIORAL HEALTH, INCORPORATED 1850 GATEWAY BLVD STE 900 CONCORD, CA 94520 The procurement is planned for a 5-year period beginning 10/1/2017. NAICS Code: 624229 This requirement will be satisfied by Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; This is a notice of intent to award a limited sources procurement action and is not a request for competitive proposals. Contractor shall provide housing that would ideally be within close proximity to the Martinez VA; Veterans placed in this housing will be transitioning from inpatient Center for Rehabilitation and Extended Care (CREC) stays and accessing intensive outpatient treatment at the Martinez VA. Rooms with adequate storage shall be accessible to the Veteran 7 days a week, 365 days a year, and 24 hours per day. The Contractor will be required To provide a therapeutic and rehabilitative milieu in a safe and supportive setting that supports Veterans goals for recovery and augments their specialized TBI outpatient care at the VA. To provide temporary housing, outside of Martinez VA, for individuals actively participating in Outpatient Brain Injury Treatment Programs. For individuals who have participated in therapy as residents of the CLC/CREC, but require continued treatment that is more intensive or specialized than can be accessed or arranged from the individual s existing living situation (including neurocognitive rehabilitation, mental health and other post-injury or post-deployment health issues as provided by specialists in Martinez): To provide housing that facilitates treatment programs that will optimize the transition for the individual into a more durable and stable living situation. To minimize setbacks that occurs with transition from a residential program (CREC/CLC) directly to a community living situation. To reduce loss to follow-up after discharge from a residential CREC/CLC program. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this synopsis by 11 Sep 2017, 4:00 PM Pacific Standard Local Time to Scott Wolfe, Network Contract Office, VISN 21, by E-mail to Scott.Wolfe@va.gov. Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Network Contracting Office will not reimburse any costs connected with providing the capability information.
