- Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The 30 th Contracting Squadron, Vandenberg AFB, CA intends to issue a sole-source procurement action to VirTra Systems, Inc. to provide upgrades on VirTra Firearms Training Simulator equipment currently located at Vandenberg AFB, CA. The vendor must be authorized to work on VirTra without voiding the warranty. The applicable NAICS for this acquisition is 541511, with a business size standard of $27.5M. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. However, the Government will consider all proposals received within six (6) days after date of publication of this synopsis. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firm's ability to provide equivalent services as described above. Interested parties must provide rationale as to why they should be considered. Respond to the below point of contact referencing PR number F4D3E37079A002 by 7 September 2017, 10:00 a.m (PST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The 30 th Contracting Squadron will not reimburse for any costs connected with providing the capability information. All firms are required to be registered in the System for Award Management (SAM) ( https://www.sam.gov ) and Wide Area Work Flow (WAWF) ( https://wawf.eb.mil/ ) prior to award of any contract or agreements. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information.
