- It is the intent of the Missile Defense Agency (MDA) to award a contract on a sole source basis to Lockheed Martin Missiles and Fire Control (LMMFC), P.O. Box 650003, Dallas, Texas 75265-0003 to provide technical assistance support for the Royal Saudi Air Defense Forces (RSADF) Terminal High Altitude Area Defense (THAAD) Foreign Military Sale (FMS). The requirements of the contract will include providing technical assistance to support requirement definition pertaining to the facilities design, system test, material fielding, training, system operations, maintenance and sustainment concepts for RSADF THAAD. The proposed acquisition will be sole-source to LMMFC pursuant to the authority of FAR 6.302-1(a)(2) (iii) as the resulting follow-on contract is for the continued provision of highly specialized services where it is likely that award to any other source would result in substantial duplication of cost and unacceptable delays of the requirement. LMMFC performs the role of the THAAD System prime contractor and overall weapon system integrator. As the current prime contractor, LMMFC is the only responsible source that can provide the required technical expertise and experience without substantial duplication of cost and a learning curve. The costs already invested in the THAAD System could not reasonably be recovered through full and open competition without introducing unacceptable delays in the required support to meet this FMS customer's needs. No source other than LMMFC can provide the extensive technical expertise that is required to ensure accurate requirements definition, proper configuration management and adherence to interoperability standards including both U.S. and non-U.S. defensive systems. Any source other than LMMFC would have to acquire, in a very limited timeframe, the extensive knowledge and experience which LMMFC already possesses. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability by responding to this requirement. This notice of intent is not a request for competitive proposals. Any party interested in this requirement should contact this office within 15 days after publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
