- Statement of Work Notice of Intent to Sole Source NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed price sole source procurement with BAE SYSTEMS, 450 Pulaski Rd. Greenlawn, NY 11740 to provide: CLIN 0001- Task 1: LWIR system check out Pump down and verify vacuum integrity. Supply and/or facilitate purchase of adapters and electronics for connection to the focal plane array (FPA) to confirm FPA operation. Supply and/or facilitate purchase of a scanning mirror controller to confirm correct operation. Supply and/or facilitate purchase of detector cooler controllers and adapter cables. Align spectrometer detector, optics, and slit; instruct IHEODTD personnel to accomplish this in-house. CLIN 0002- Task 2: Provide in-situ radiometric and spectral calibration methodologies for the NIR/SWIR and LWIR systems. Convey existing or develop new and effective methods for spectral calibration of system’s detector. If required provide and/or facilitate purchase of equipment required to run spectral calibrations at regular intervals. CLIN 0003- Task 3: Finalize capability to use LWIR as a standalone instrument Provide support for integration of real-time control systems. Mount LWIR spectrometer and subsystems to field portable support structure. Develop adjustable or adapt existing fore optics for desired target FOV if required. CLIN 0004- Task 4: Feasibility study to convert LWIR and NIR/SWIR system to airborne operability. Develop gimbal/mount system for LWIR and NIR/SWIR. Develop adjustable or adapt existing fore optics for desired target FOV. Assist with the integration of required electronic components for airborne operations. The associated North American Industry Classification System (NAICS) code is 541330, Engineering Services, which has an annual size standard of $15 (million dollars). Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, all information received by Sept 20, 2017 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.
