Description
1. SOURCES SOUGHT NOTICE FOR AIRCRAFT DETECTION SYSTEM A. INTRODUCTION 1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. 2. This is an initial step in the planning process for the development of a system/method to detect and track movement of multiple aircraft simultaneously, more accurately than radar, day or night, and with or without cloud cover. The Government is contemplating award of a Firm Fixed Price Purchase Order. 3. The 377 MSG/PKB at Kirtland Air Force Base, New Mexico, seeks potential sources to develop a system/method to detect and track movement of multiple aircraft simultaneously, more accurately than radar, day or night, and with or without cloud cover as described below in paragraph D. to include FOB-Destination shipping to Kirtland AFB, NM 87117. 4. Delivery Date: Preferred 30 Day After Receipt of Offer (ARO). 5. The North American Industrial Classification Systems (NAICS) code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a small business size standard of 1,250 employees. B. INFORMATION AND INSTRUCTIONS: 1. All businesses capable of providing this product are invited to respond. Any information provided to the Government as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted. Respondents are requested to submit capability packages electronically, as described below. a. Requested information listed below must be received no later than 1100 hours (Mountain Time) on 12 September 2017. b. Any information submitted by respondents to this sources sought is strictly voluntary and any offer submitted by such a firm will be evaluated without prejudice. REQUIREMENT CHARATERISTICS: Request: Develop a system or method to detect and track movement of multiple aircraft simultaneously, more accurately than radar, day or night, and with or without cloud cover. Details: Altitude above sea level of detecting location is approximately 5,000 feet above sea level. Altitude of concern is between 200 feet from detector to 40,000 feet from detector. Aircraft size ranges from ultralight experimental aircraft, to helicopters, to fighter jets, to large passenger and cargo planes. Full sky coverage is needed. Aircraft may or may not have transponders on, and may or may not have running lights or strobes on. Aircraft speed may range from 100 mph. to Mach 1. Shipping and Handling is FOB: Destination to Kirtland AFB, NM 87117
