Page 1 of 1 The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) intends to issue a solicitation to enter into a contract on the basis of full and open competition for a commercial-off-the-shelf (COTS) Enterprise Encryption Key Management System (EEKMS) Solution. This solution will create a uniform, consistent, secure and scalable environment for managing encryption keys and protecting Veteran s data in the Veterans Information System and Technology Architecture (VistA) in compliance with VA and Federal statutes and policy. VA will be able to store, retrieve, report, and manage the encryption keys used in VistA to secure Veteran s Electronic Health Records. As a part of the process, the contractor shall deliver, configure, test, deploy and maintain an EEKMS solution platform and integrate that platform with VistA as well as other VistA related applications and technologies. Although the EEKMS is intended to support the VA enterprise-wide, initial deployment will be focused on VistA. The TAC intends to award a 12 month, firm-fixed price contract for the core delivery, implementation and support of an EEKMS with two, 12-month option periods for continued operations and maintenance support and optional tasks for InterSystems Cache integration. The lowest-price technically-acceptable source selection process will be utilized for this acquisition. The North American Industrial Classification (NAICS) for this effort is 541519, Other Computer Related Services with a corresponding small business size standard of 150 employees for Information Technology Value Added Resellers. The estimated date of award for this action is September 29, 2017. Attached to this notice for the benefit of prospective offerors are two documents. One document is the latest draft of the Performance Work Statement for the required EEKMS. The other document reflects the latest draft solicitation provisions for the evaluation approach and proposal submission instructions. These documents do not represent final versions and are provided for advance planning and information purposes only, and do not constitute a request for proposal or submission of questions regarding this acquisition. The VA intends to issue a final solicitation by September 8, 2017 to include the final PWS, evaluation approach and proposal submission instructions. The final solicitation will also include timeframes for submission of questions in order to obtain answers from the Government. The objective is for submission of proposals within 1 week after the final solicitation is issued.
