- FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) 500 C STREET SW, WASHINGTON, D.C. 20472 REQUEST FOR INFORMATION (RFI) Manufactured Homes Off-The-Lot Requirements August 31, 2017 REQUEST FOR INFORMATION (RFI) Introduction THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201 AND FAR 52.215-3. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. This RFI is in accordance with FAR Subpart 15.201(e) which states: RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. Purpose The purpose of this Request for information (RFI) is to seek a better understanding of the market capability and capacity for manufactured homes (MHU) required to assist FEMA. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their capabilities and capacities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. The FEMA is requesting responses from qualified suppliers and/or businesses concerns. The NAICS code for this effort is 321991. Background FEMA provides MHUs to eligible disaster survivors under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (Stafford Act) and related authorities as well as through the Economy Act and other legal authorities. The primary use of THUs is under the Stafford Act. The Stafford Act authorizes FEMA to provide THUs acquired by purchase or lease, directly to individuals or households who, because a lack of available housing makes it infeasible to use financial assistance. Instructions FEMA is looking for interested MHU wholesalers and retailers to provide a list their inventories for consideration through a competitive procurement process should there be a need. FEMA is asking vendors to provide information on the following: • Brand new, never installed or occupied • Provide number of Bedrooms and quantity of each (1, 2 or 3) • Identify and provide quantity of each Zone type (1, 2 or 3) • Dimensions should be no larger than 16x72 • Dealer should provide a list of all appliances included • Smoke detector as required by code • Optional appliances • Electric: Does power requirement exceed 200 Amps • Full Heat, Ventilation, and Air Conditioning (HVAC) and water heater • MUST BE ALL ELECTRIC submit your responses to the Contract Specialist, Kimberly Coakley at Kimberly.coakley@fema.dhs.gov. Responses are due by 2:00PM EST Wednesday September 6, 2017. Vendor Profile In response to the RFI, please provide a capability statement that answers the questions above and includes the following information: 1. Identify the company name, DUNS#, address, city, state, zip code, and fax numbers. 2. Identify the name, title, address, phone and fax number/s, and email address of the primary contact person responding to this RFI. 3. Identify any parent corporation and/or subsidiaries, if appropriate. 4. Identify small size and type, i.e. small business - woman owned. No solicitation documents exist at this time; the FEMA is neither seeking proposals nor accepting unsolicited proposals, and responses to this RFI or Sources Sought cannot be accepted as offers. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
