- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst is requesting information pertaining to the replacement of the existing A/S32A-35A/-52 Aircraft Carrier Crash Crane (CVCC) and the A/S32A-36A/53 Amphibious Assault Crash Crane (AACC). The USN currently uses these cranes at sea for aircraft salvage operations on flight decks. The current CVCC is approximately 34'L x 16'W x 33.5' H and weighs 133,500 lbs. It has a stationary lift capacity of 65,000 lbs at 25 feet outreach (from the front edge) and 25 feet minimum hook height with the in-rigger and counterweight deployed. It has a lift and travel capacity of 65,000 lbs at 17.5 feet outreach with the counterweight deployed and the in-rigger stowed. The current AACC is approximately 30'L x 15'W x 25'H and weighs 91,500 lbs. It has a stationary lift capacity of 70,000 lbs at 13.5 feet outreach and hook height of 33 feet with in-rigger deployed. It has a stationary lift capacity of 50,000 lbs at 20 feet outreach and a hook lifting height of 25 ft with deployed in-rigger. It has a lift and travel capacity (with in-rigger stowed) of 27,100 lbs at 13.5 ft outreach and 22,000 lbs at 20 ft outreach. The hoist drum is sized to provide a vertical hook movement of 97 feet. The replacement Carrier Crane (CCSC) will be used to lift and move the following aircraft onboard CVNs: E-2C/D, F/A-18A/B/C/D/E/F, EA-18G, F-35C, MH-60R/S, H-53E/K and MV-22. The replacement Amphibious Assault Crane (ACSC) will be used to lift and move the following aircraft onboard LHDs and LHA-6 class ships: AH-1, H-53E/K, F-35B, MH-60R/S and MV-22. The cranes are to operate in moderate sea states and be stored on the flight deck in all seas. In addition to aircraft handling, they are occasionally used for other purposes including aircraft maintenance and positioning the amphibious ships' pier-to-ship vehicle ramp (ACSC). Nominal Preliminary requirements for the cranes are: 1. The cranes in their operational environment shall be capable of meeting all performance requirements in the following conditions combined with 25-knot winds (all vertical/ horizontal acceleration combinations must be met). a - CCSC only: 0.210 g horizontal with 1.000 +/- 0.282 g vertical; and 0.123 g horizontal with 1.000 +/-0.422 g vertical. b - ACSC only: 0.299 g horizontal with 1.000 +/- 0.344 g vertical; and 0.159 g horizontal with 1.000 +/-0.496 g vertical. 2. The cranes in their stowed configuration, shall withstand the following Storm Condition load factors while subjected to 30 psf wind force on the projected area: a - CCSC only: 1.062 g horizontal acceleration with 1.00 ± 0.909 g vertical acceleration. b - ACSC only: 0.912 g horizontal acceleration with 1.00 ± 0.513 g vertical acceleration. c - Wind forces and horizontal acceleration forces are to be applied simultaneously in the same direction. Vertical accelerations (minimum and maximum) are to be applied simultaneously with horizontal accelerations and wind forces. Assume a wind load of 1750 lbs for aircraft. Shape factor for projected area of the crane shall be rationally determined but in no case shall the aggregate shape factor be less than 1.4. 3. The CCSC shall have: a - the capability to lift and move 63,000 lbs at 13 ft clear outreach, 52,400 lbs at 23 ft and 46,300 lbs at 25 ft. The counterweight/ extended axle may be deployed. There shall be a minimum of 2 ft clearance between the notional aircraft and all parts of the crane. b - max weight: 133,500 lbs c - max width: 16 ft d - max length stowed 34 ft / extended 55 ft e - max height stowed: 19.3 ft 4. The ACSC shall have: a - the capability to lift 52,600 lbs at a clear outreach of 13 ft and 38,850 lbs at a clear outreach of 24 ft with a minimum hook height of 26.5 ft. The inrigger, counterweight and extended rear axle (if applicable) may be deployed to obtain these capacities. b - the capability to lift and move 30,500 lbs at 13 ft clear outreach (inrigger retracted) c - max weight: 91,500 lbs d - max width: 16 ft e - max length stowed 30 ft / extended 51 ft f - max height stowed: 19.3 ft 5. Maximum forward and reverse speed when loaded of 3 MPH 6. The ability to stop when loaded within 2 feet from a speed of 3 MPH 7. The ability to operate twelve (12) hours without refueling. As required for any typical Navy Support Equipment (SE), the cranes shall be highly reliable, maintainable and supportable. Human factors engineering shall be utilized to the greatest extent possible to make them "user friendly" Support Equipment. The cranes shall be capable of meeting shipboard environmental requirements including the following: 1. Shipboard shock (MIL-DTL-901, Grade A) 2. Flight Deck EMC / EMV (MIL-STD-461 & MIL-STD-464) 3. Operating Temperature of -20 deg F to 125 deg F 4. Relative Humidity of 95% 5. Blowing rain of 4 inches / hour with 40 mph winds 6. Salt Fog (5% salt solution) 7. Freezing rain 8. Blowing sand and blowing dust The purpose of the request for information is to identify potential contractors and to gain insight into current commercial or military products and industry's interest in working with the Navy to develop the shipboard crash cranes.
