- Performance of Work Statement COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. FAR 52.203-18 AND 52.203-19 are hereby incorporated into this solicitation by reference. FAR 52.232-18, Availability of Funds, applies to this solicitation. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The solicitation document HQ-AFMC Camera System Update, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-95. Reference the PR solicitation number in the subject line of the RFQ response. This requirement is for the following products: Camera System Update See attached Performance of Work Statement for requirements specifications. All items must be TAA compliant in accordance with the FAR. DPAS rating is DO-A7. HQ-AFMC will be hosting a walkthrough of the buildings and camera system so that interested contractors may have an opportunity to adequately assess the proposed work. Any contractor interested in attending the walkthrough must notify me, via email, by Wednesday, 13 SEP 2017 by 1 PM EST. The walkthrough will occur on Thursday, 14 SEP 2017, TBD. Proposals are due by 5:45 PM EST, 18 SEP 2017. Proposals shall be emailed to zachary.goit@us.af.mil. In addition to submitted proposals, please provide a completed copy of the Tax Liability Form provided as an attachment to this RFQ. Award will be made to the lowest price, technically acceptable, responsive, responsible offer. Lt Col Peter Sandness has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
