Description
The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Pratt and Whitney Automation for installation of the software updates and provide a customized solution in accordance with (IAW) Original Equipment Manufacturer (OEM) standards. Pratt and Whitney Automation is the only source that can provide this requirement because they are the OEM for the Ultra-High Pressure (UHP) Robotic Waterjet Systems that requires software customization services. As the OEM, all part prints, specifications, and system software are proprietary and remain the property of Pratt and Whitney Automation. Access to this information is required for the ability to perform the services required for this acquisition. Utilizing software other than those manufactured by Pratt and Whitney Automation will result in duplication of cost not only of the existing system, but also of personnel costs associated with sustaining the existing system, increasing the time and resources required when system problem occurs, and will interfere with FRCSE ™s mission. The required software used to update the system must be compatible with the existing Pratt and Whitney Automation UHP Robotic Waterjet System. Without the OEM ™s part prints, specifications, and system software to maintain the UHP Robotic Waterjet System, the U.S Navy ™s aircraft components production will come to a halt and the FRCSE ™s ability to sufficiently support the Navy ™s aircraft fleet demands and requirements would be negatively impacted. This requirement is to provide software updates and provide a customized solution services for the continued system use of the UHP Robotic Waterjet in order to meet aircraft component production demands for the Fleet Readiness Center Southeast (FRCSE). These software services shall be in effect throughout the life of the contract. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 541511 Custom Computer Programming Services, with a size standard of $27.5M. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that clearly articulate the company ™s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 10 calendar days after publication of this notice, to demonstrate comparable capability, then a sole source acquisition award will be made.
