Description
Synopsis: This notice is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., and is not a request for competitive quotes. The Department of Veterans Affairs, Office of Quality and Performance Accreditation webpage (OQP) intends to award a firm-fixed price sole source contract to Joint Commission Resources, Inc. 1515 W 22nd ST STE 1300. Oak Brook, IL 60523-2000. This contract will include: Title of Contract: The Joint Commission Resources Inc. Hospital Compliance Assessment Checklist Corporate Site Licensure. Scope of Work/Services: The contractor shall provide the webmaster for the Veterans Healthcare Administration s (VHA) Office of Quality and Performance Accreditation webpage (OQP) a site licensure to The Joint Commission Resource Inc. most current version of its Hospital Compliance Assessment Checklist to post on its VHA firewalled webpage. The webmaster for Office of Quality and Performance (OQP) Accreditation Webpage will post this for VHA employee viewing and/or printing on the intranet as part of VA s continuous Joint Commission survey readiness program. 3. Background: Each year VHA hospitals must continue maintaining and/or renewing their Joint Commission accreditation status. In order for that to happen, the healthcare facilities must utilize the most current accreditation standards set forth by the Joint Commission. The standards change annually for a myriad of reasons such as: i.e. new patient safety/treatment protocol, environment of care, patient care standards of care changes, treatment protocols etc. The Joint Commission Resource Inc. resources are geared directly for preparing healthcare agencies/facilities that aspire for and certify/re-certify themselves for Joint Commission accreditation. This healthcare accreditation process requires a rigorous survey/inspection process from the Joint Commission. The Hospital Compliance Assessment Checklist is the essential resource for health care executives, managers, and frontline staff regarding Joint Commission accreditation. The easy-to-use Hospital Compliance Assessment Checklist allows VHA hospitals an actionable means to assess VHA s hospital s compliance with the Joint Commission s hospital accreditation standards. It offers the option of reviewing high-risk or highly challenging areas in a given compliance area or taking a more detailed look at individual elements of performance. It features a handy compliance checklist for ALL hospital standards and elements of performance, including those used for deemed status purposes and primary care medical home certification. Hospital Compliance Assessment Checklist contains the following: Compliance checklist that reflects the most current standards and elements of performance Compliance prompts to start conversations on high-risk standards areas How to conduct a tracer to assess compliance Updated compliance checklist Survey planning worksheets Tracer worksheet 4.0 Tasks/Deliverables: Task 4.1: EES requires contractor to provide rights to post the current year Joint Commission Resources Inc. s Hospital Compliance Assessment Checklist. This guide/checklist will be posted to the VHA s internal Office of Quality and Performance (OQP) Accreditation webpage for general use access. For the contract s base year (2017) and the successive year, the contractor shall provide access to its most current edition (Base year -- 2017 Hospital Compliance Assessment Checklist ) and 2018 Hospital Compliance Assessment Checklist for Option Year #1. Task 4.1: Site license rights to posting Hospital Compliance Assessment Checklist to VHA s website Tasks Quality Standards Acceptable Quality Level Means of Measurement Penalties/ Incentives Provide the Office of Quality and Performance (OQP) Accreditation webmaster and the EES Project Manager the site licensure/access 2017 Hospital Compliance Assessment Checklist for posting on the OQP Accreditation Intranet site for VA employees to view and/or print. Licensure/site access provided to webmaster via email no later than seven calendar days after contract award. 95% of time the Checklist is available 24/7/365 access. Delivery/Receipt of site licensure for VHA wide access. Option year(s) to be awarded. 5. Period of Performance: The period of performance shall run from the date of contract award and extend for one calendar year thereafter. The government requires one additional one (1) year option periods for the same service. 6. Place of Performance: N/A 7. Government Recognized Holidays. Unless specifically authorized in writing by the Contracting Officer, no services will be provided and no charges will be incurred and/or billed to any order on this contract on any of the observed Federal Holidays. There are 10 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date: New Year's Day January 1 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month: Martin Luther King's Birthday Third Monday in January Washington's Birthday Third Monday in February Memorial Day Last Monday in May Labor Day First Monday in September Columbus Day Second Monday in October Thanksgiving Fourth Thursday in November 8. Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. Contract Award Meeting: N/A General Requirements: N/A Formal Acceptance or Rejection of Deliverables:   The Government will review within three days each deliverable and provide feedback/comments.   The contractor shall have three business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable within two days to the Contracting Officer s Representative (COR). The COR will review and determine final acceptance by the Government. The COR will notify the contractor of final acceptance within five business days. E. Changes To The PWS: Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. F. Contractor Reporting Requirements: N/A G. Travel: Travel is NOT anticipated for the performance of this contract. H. Confidentiality and Nondisclosure: It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract. 2. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer. Information Security: Contractor will not have access to VHA personnel sensitive information nor will contract have access to any VHA information technology systems.
