Sources Sought Notice: OPM FSEM: Guard/Security Services SOW- Sources Sought Notice: OPM FSEM: Guard/Security Services Agency: U.S. Office of Personnel Management Program: Facilities, Security and Emergency Management (FSEM) Requirement Title: Guard / Security Services Sources Sought Notice#: OPM19-17-S-0001 Purpose and Objective: This is a Sources Sought Notice to identify Small Businesses that are capable of delivering Guard Services for the Office of Personnel Management's (OPM) facilities at the following locations: (1) OPM Headquarters; Washington, DC, (2) Macon, Georgia; (3) Charlottesville, VA; and (4) Ft. Meade, MD This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bid, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. This notice is issued solely for information and planning purposes. It is not a solicitation and does not constitute a request for quotations (RFQ). There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this sources sought notice. Any information submitted in response to this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and any request for additional information will be disregarded. Background: The U.S. Office of Personnel Management (OPM) is an independent agency of the U.S. Government. It is responsible for administering a nationwide merit system for federal employment, including recruitment, examination, and training programs. OPM has delegated authority from the General Services Administration (GSA) to manage the security programs at the OPM headquarters and several other GSA owned or leased facilities. With the delegated authority to manage the physical security program at these facilities, OPM requires armed and unarmed guard services at these facilities. These security officers will serve a highly visible and critical role of the first contact with the agency as well as the first line of defense for federally controlled space. Visitors and federal employees perceive the contract Security Officers to be an integral part of the OPM mission. It is crucial that the Contractor ensure that their employees realize the importance of their role, and perform their duties courteously and professionally at all times. The OPM Security Services Division is responsible for the direction and oversight of security programs ensuring the protection of OPM's personnel, visitors, and assets. OPM Security Services has endorsed the Interagency Security Committee (ISC) "Best Practices for Armed Guard Services in Federal Facilities" (Appendix 1) and the Federal Protective Service's (FPS) "Security Guard Information Manual" (SGIM) (Appendix 2) as the doctrine for established standards for armed security officers. Security officers working under this contractual action will be required to meet all training, performance measures, and qualification standards established by the FPS standards.
