Description

The Department of Veterans Affairs Network Contracting Office 15 plans to release a solicitation with 24 hours of this notice for the below requirement. Due to end of fiscal year constraints, this will only be published for a short amount of time. Please send any questions to the contracting officer Rickie.Maxwell@va.gov. VHA Handbook 1162.02 requires Keyless entry into residential rehabilitation treatment program (RRTP) spaces. In addition, preventing access to patient rooms of different genders needs to be addressed. The goal of this purchase is to update existing door locks providing the required keyless controlled access into the ward and to patient rooms while still allowing override key access to staff. Two wards are converting to this type environment, Wards 4-1B and 4-2C. The equipment descriptions and quantities will provide for both wards. Requirements/recommendation are as follows: Twenty-two Westinghouse RTS Pin Code Lock and Fingerprint Reader or equivalent. Equivalent substitutes must meet minimum following requirements: Must be UL-Listed, ANSI Grade 2 latch with UL fire rating of at least 2 hours Must have key override. Must use Rim Cylinder housing with small format IC core, Best IC, 7 pin (required to match existing keys used at this facility) Heavy Duty rated to at least 2,000,000 cycles Battery life minimum of 1,500 openings, low battery alert/indicator Handles must be ADA compliant, left or right hand usage. Must have minimum of 1,000 finger print and or pin enrollments Programming control must have two levels with at least 3 each of Administrators and Managers. Administrators have all programming rights Managers can add or delete users, but not modify lock settings. Users have no access to any programing. Must be fully programmable at the lock, no external computer or device required. Non-volatile memory must not be lost when batteries are low, removed or replaced Opening options must include: Pin Code or fingerprint Pin Code and fingerprint User ID plus Finger Print or pin code Key must always unlock door Installation of Twenty-two locks. Locks will be fully installed with cores and batteries and fully operational. Default programming will be changed by VA personnel. When existing backsets or plates do not match new locks, the VA will provide plates to cover existing hole and allow for mounting at appropriate backset. Installer will be responsible for actual installation of the plates. Contractor will provide all tools and equipment required for complete installation.
