- Sources Sought Notice for: Electroplating Chrome Coating on Inner Bore Surface of Large Caliber Gun Tubes The U.S. Army Contracting Command - Warren (ACC-WRN) WVA Contracting Office located at Watervliet Arsenal is conducting a market survey to identify potential capable sources for the electroplating deposition of a chrome coating in the production of U.S Army large caliber gun tubes for Watervliet Arsenal. Specifically, the purpose of this notice is to gain current knowledge in the capabilities, qualifications, and interest from members of industry, both small and large business communities that currently possess the production capabilities to electroplate hard chrome (hexavalent) in the inner bore of large caliber gun tubes. THERE IS NO SOLICITATION AT THIS TIME AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. This is a request for information on capabilities and interest and does not constitute a Request for Proposal (RFP); submission of any information in response to this market survey is purely voluntary and the U.S. Government (USG) assumes no financial responsibility for any costs incurred. No funds have been authorized, appropriated, or received for this effort. Data submitted in response to this market survey will not be returned. ITEM DESCRIPTION. Large caliber gun tubes are typically greater than 40 mm caliber and are used in the tank (direct fire) and artillery (indirect fire) systems. Generally, U.S. Army large caliber gun tubes consist of a monobloc quench-and-tempered 4340 low alloy medium carbon Ni-Cr-Mo steel. More specifically, the direct fire 120MM M256 gun tube is a chrome plated smoothbore hollow tapered tube with an approximate weight of 2,700 pounds, length of approximately 18 feet and a maximum diameter of approximately 12 inches (near the breech end). The minimum inner bore diameter is approximately 5 inches. The configuration of the average indirect fire 155MM self-propelled howitzer gun tube can be described as a hollow chrome plated twist-rifled inner bore with an approximate weight of 3,200 pounds, length of approximately 18 feet and a maximum diameter of approximately 12 inches (near the breech end). This tube has a smooth bore chamber extending approximately 45 inches in length from the breech end. The minimum inner bore diameter is approximately 6 inches. CRITICAL PROCESSES/COATING REQUIREMENTS. The USG is interested in identifying plating vendors capable of electrodepositing a hard chrome coating with a thickness range of 5 to 8 mils in an inner bore of a gun tube per above described configuration geometry and constraints with a uniformity of ± 20% throughout the coating. The plating vendor should describe their electroplating capabilities in terms of the available technical personnel, engineering and quality oversight systems, equipment (i.e. rectifiers, types and sizes of available process tanks), and any other required components or services for complete electroplating operations. This description should also include an overview of typical plating process including electrocleaning, electropolishing, and chrome plating steps. In addition to electroplating the vendor should also include a discussion of their capabilities to perform the following ancillary processes: • Cleaning of the inner bore to remove protective oil prior to plating • Magnetic Particle Inspection • Bore sizing equipment for thickness determination • Hydrogen Embrittlement Relief with a vertical cool-off (to meet specification requirements per AMS 2460) • Chrome stripping of the existing chrome and preparing the components prior to chrome plating. The plating vendor shall perform the pre-chrome surface cleaning and have proven electrodeposition plating procedures as necessary to yield a deposit that conforms to ASM 2460 and the surface finish requirements as specified in this notice. The specified tolerances post-chrome for the final bore sizing should be met over the entire length of the tube. The plating vendor also should have the capability to perform hydrogen relief ("bake-out") process for each gun tube within 24 hours and for the tube to be cooled in a vertical position. The entire coating process and stress relief process must not heat the steel substrate above 350°C. The process must be able to coat the inside of a gun tube that includes a tapered chamber and a straight bore from 12 inches to 6 inches along the bore. If the tube is rifled, it must be able to uniformly coat the sides of the rifling in addition to the lands and grooves. Other processes constraints and coating performance metrics include: • Chrome Coating Adhesion: Must Pass ASTM B571 test standard (Qualitative Adhesion Testing of Metallic Coatings). • Chrome Coating Thickness Range: 5 - 8 mils • Corrosion resistance: Minimum equivalence to 5 mils thick engineering Cr plate as per SAE AMS 2460 Class 2. • Final Surface Finish equal or better than 32 RMS at deposition. • Minimum hardness: 600 Vickers. • Chrome Coating Thickness Uniformity: Thickness uniformity of ±20% average coating thickness. All processes must be compliant with applicable local, state, and federal safety, health, and environmental regulatory requirements. INTERESTED PARTIES. The Government requests interested parties to submit a company brochure (if available) and a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. The description should also include any anticipated needs for sub-tier Responses will be reviewed by U.S. Army Contracting Command - Warren (ACC-WRN) (WVA), Watervliet Arsenal and the US Army ARDEC Benét Laboratories personnel only and will be held in a confidential manner. Any and all information provided shall include a description of the proposed technology specifics including technology capabilities and relevant applications.
