- REQUEST FOR INFORMATION NGA Police Ammunition •1.0 Description & Purpose 1.1 The National Geospatial-Intelligence Agency (NGA), in support of the NGA Police, is seeking market information on the price, the availability, and the lead time for delivery of numerous types of ammunition. 1.2 The purpose of this Request for Information (RFI) is to gain preliminary information from industry and level of interest in supporting the potential acquisition of ammunition for the NGA Police Force. 1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a Solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI - all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. •2.0 Constraints and Limitations 2.0.1 NGA reserves the right, in its sole discretion, without liability, to use any or all of the RFI responses in its planning efforts. NGA reserves the right to retain all the materials and information, and ideas and suggestions therein, submitted to the RFI. 2.0.2 This RFI should not be construed in any manner to mandate implementation of any of the actions contemplated herein, nor to serve as the basis for any claim whatsoever for reimbursement of costs for efforts expended in preparing a response to the RFI. 2.0.3 The submitter of an RFI response is not required to participate in any potential future acquisition for this requirement. 2.0.4 This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by NGA to form a binding contract. •3.0 Requested Information You must be registered with and logged into FBO to request explicit access to view the attached information request package. This package contains the specific information requested and the types and quantities of ammo that may be required by the NGA Police. 3.1 Additional Questions •3.1.1 What business type are you? (i.e. small business, 8a, HUBZone, etc.) •3.1.2 Do you have a GSA vehicle? If yes, provide the contract number. •3.1.3 Are you aware of clause FAR Part 52,219-14, Limitation of Subcontracting? •3.1.4 Can you perform all the required work? •3.1.5 Can two or more small businesses through teaming or Joint Venture, etc. perform the work? •3.1.6 Would you propose on this requirement if released? •3.1.7 Is there another suggested NAICS code? If yes, please provide 3.2 ADMINISTRATIVE. Administrative information will include the following as a minimum: 3.1.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, company website, and e-mail of designated point(s) of contact. 4.0 Responses 4.1 Interested parties are encouraged to respond to this RFI with a white paper. 4.2 White paper shall be in Microsoft Word for Office or compatible format and shall not exceed 3 pages per alternative selected from section 2.1 including any graphics. A page is defined as each face of an 8½" x 11" sheet with information contained within a one inch margin on all sides. Font type shall be Times Roman 12 point. 4.3 Responses containing the white paper are due no later than 2:00 pm CST on 22 September 2017. Responses shall be limited to and submitted via e-mail only as a message attachment to Derek Delgado, Contract Specialist at email address Derek.A.Delgado@nga.mil, and Jeffrey Teague, Contracting Officer at email address Jeffrey.H.Teague@nga.mil with message subject line "RFI Response - Ammunition NGA Police ". 4.3 Please be advised that all submissions become Government property and will not be returned. 5.0 Meetings and Discussions - The Government representatives may or may not choose to meet with potential contractors. Such meetings and discussions would only be intended to get further clarification of potential capability. 6.0 Questions - Questions regarding this RFI should be submitted in writing by e-mail no later than close of business 14 September 2017 to Jeffrey.h.teague@nga.mil 7.0 Summary This RFI is only intended for the Government to identify sources that can provide the needed services to fulfill the Government's stated needs. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
