Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 2017-14606 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information including a list of line item number(s) and items, quantities, units of measure, and options, if applicable: CLIN 0001: Total Price ITEM SUPPLIES / SERVICES QTY / UNIT 0001 Optalert Eagle Portables This is an equipment purchase for eight (8) Optalert Eagle Portables wearable fatigue monitor systems, six (6) months of subscription service per unit (48 months total), and four (4) pairs of subscription lenses (based upon study participant needs) that will be used in support of the NIOSH DART small NORA funded project titled "Fatigued and distracted driving in the oil and gas extraction (OGE) industry: Risk factors and interventions." The Optalert Eagle Portables systems will allow for collection of safety-related objective measures of fatigue necessary for the NIOSH study data. It is determined that this procurement for the Optalert Eagle Portables wearable fatigue monitor systems is non-severable because value to NIOSH will only occur with the purchase of the complete systems. Optalert's drowsiness detection glasses work by measuring the amplitude velocity ratio of the operator's eyelid 500 times a second using a tiny invisible LED built into the frame of a pair of safety glasses. These ratios are translated into a score measured on the Johns Drowsiness Scale (JDS TM ), which the operator sees displayed on their indicator or processor positioned in the cab. Other fatigue monitoring systems considered by NIOSH project officers were found to work subjectively, and react after an incident has occurred or an operator has already entered the state of drowsiness. While these systems can respond quickly, it still takes an incident to illicit any such response. The Optalert Eagle Portables wearable fatigue monitor systems use scientifically-proven technology to actually determine when an incident of drowsiness is likely to occur. Acceptance and FOB point The quote format is at the discretion of the offeror. It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions may be accessed via the Internet at website http://farsite.hill.af.mil. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 (Jan 19, 2017). This acquisition is full and open under North American Industry Classification System (NAICS) code 334516 and full and open small business size standard 1,000 employees. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror.
