- Response Format Synopsis: This Request for Information (RFI) notice is for information only and shall not be construed as a commitment by the Government to solicit offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract. Introduction : This RFI is issued in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the feasibility of procuring commercial Marine Material and Services in support of Security Assistance (SA) objectives, e.g. Foreign Military Sales (FMS), under a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) over five (5) years. Background : Program Executive Office Ships (PEO Ships), PMS325, F division (PMS325F) provides new construction boats & combatant craft and Excess Defense Articles (EDA) as well as providing material support and services to foreign military partners in accordance with the Arms Export Control Act (AECA) for Foreign Military Sales (FMS) cases and Counterdrug programs. In filling its mission, PMS325F has provided a wide range of boats, craft and services for FMS and Counterdrug efforts for to over forty-five (45) partner nations. Services provided by PMS325F have included Mobile Training Team (MTT), Mobile Repair Team (MRT), Crew Familiarization (CF), Engineering Support Team (EST) and in-service follow on technical support (FOTS). The purpose of this Request for Information is to assess industry (NAICS Code: 336611) ability to provide eligible (Foreign) Partner Nation(s) (PN) access to a broad range of services and material support associated with the acquisition, operation, and maintenance of PN small boat maritime assets. These services and material support will be provided for recipients of United States provided boats and craft through FMS programs and other United States Government grant and aid programs. The contract will allow participating PN(s) to acquire approved services and material support from a single contractor through the FMS program and other USG programs. NAVSEA is seeking responses from interested parties that can provide the Material and Services as outlined above. Interested contractors are encouraged to respond to this announcement by responding to the questions in the attached RFI Response sheet.
