- SF18 Solicitation Information All quotes/responses shall be submitted via email to Maria Sproul at maria.sproul@navy.mil no later than 1:00 PM Eastern Standard Time on 18 September 2017. Solicitation N0042117Q0449 is issued as a sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with NEXGEN Communications, LLC for items listed, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b). This notice of intent is not a request for competitive proposals. However the Government will consider all proposals received prior to the closing date and time of this solicitation. Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.SAM.gov. This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. ***Instructions to Offerors*** Offers must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law.
