Description
The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for Maintenance and Repairs of the East Jetty feature of the Federal Navigation Project (FNP) in Green Harbor, Marshfield, MA. This project is set-aside for small business. The NAICS code for this procurement is 237990. The estimated construction cost is expected to range from $1,000,000.00 to $5,000,000.00. The work of this project consists of repairing a 150 foot section of the east jetty at Green Harbor in Marshfield Massachusetts. The east jetty was damaged during Winter Storm Juno in 2015 and subsequent storms. Approximately 1,200 tons of new armor stone will be required to make repairs to the landward section of the jetty. The new armor stones will vary in size from 4-7 tons. The work includes excavating, removing, stockpiling, installing and reworking existing armor stone as well as acquiring and installing new armor in the jetty repair area. The repaired area must be properly interlocked and be within specified design tolerances. The excavation and stone placement may be performed from land or water; however, new armor stones will need to be delivered via waterborne plant. Under this contract, that will include Definitive Responsibility Criterion (DRC), the successful offeror will be required to provide the equipment, personnel and materials required for the repairs to the east jetty feature of the FNP as described herein and demonstrate (per the DRC) completion of two (2) projects within the last six (6) years that involved construction or repair of a jetty, breakwater, or other stone work requiring the placement and interlocking of 7 ton stones or larger in a tidally influenced marine environment where work had to be coordinated around tide cycles. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about October 3, 2017. Neither telephonic, mailed nor fax requests for hard copies will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (http:/www.fbo.gov). Amendments, if any, to the solicitation will be made available at the http:/www/fbo.gov website. Registrants are responsible for the accuracy of the information on the FedBizOps Registration List.
