Amendment 1- Attachment 2- Specification List Amendment 1- Attachment 1- Info Sheet Amendment 1- RFQ Letter Q&A's as of 18 Sep 17 MEMORANDUM FOR: Small Business Vendors FROM: 763 SCONS/PKC 604 Tyler Street Bldg. 3189, Section J Scott AFB, IL, 62225-5420 SUBJECT: Request for Quotation (RFQ) FA4452-17-R-0057, Fire Suppression Bags 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the intent of the 763 Specialized Contracting Squadron (SCONS) to award a firm-fixed-priced (FFP) purchase order to one Small Business offeror providing Fire Suppression Bags. HQ AMC SE/SEF requires 888 Fire Suppression Bags being delivered to 12 CONUS Locations & 2 OCONUS Locations. Delivery is being requested as soon as possible. The Government anticipates award to the offeror with the best overall solution meeting all stated requirements for all line items. This requirement is being solicited in accordance with FAR 13 as supplemented. 2. There are four attachments to this RFQ; Attachment 1 Information Sheet, Attachment 2 Specification List, Attachment 3 Delivery Schedule, and Attachment 4 Provisions and Clauses. A response to this request shall consist of completion of Attachment 1 Information Sheet or vendor can submit a quote in contractor format as long as it, at a minimum, depicts unit and extended prices (to include shipping), specifications and delivery terms and Attachment 4 Provisions and Clauses, specifically provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. 3. Basis of Award: Award will be made in accordance with FAR 12 and 13 procedures and the procedures specified in this RFQ. The Government will select the quote that represents the best overall solution which includes technical acceptability, price and delivery/shipping terms. The Government will evaluate all quotes for technical acceptability. Technical acceptability is met by meeting all of the specifications outlined in the specification list (Atch 2). Next, the Government will evaluate price and delivery terms to select the best overall solution. The Government may pay a higher price for better delivery/shipping terms. The Government may consider the correction potential of any quote and may enter into interchanges with that contractor. Interchanges will take place as necessary or deemed appropriate by the Government. Interchanges are fluid interaction(s) between the Contracting Officer and the contractors that may address any aspect of the quote and may or may not be documented in real time. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ. This acquisition follows the ordering procedures outlined in FAR 13, as supplemented. The contracting officer (CO) will determine prices fair and reasonable through the use of one or more of the evaluation techniques at FAR 13.106-2 and 13.106-3(a). 4. This RFQ in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this RFQ. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. 5. Quotes shall be submitted by email to allye.wuest@us.af.mil and sarah.myers.3@us.af.mil, no later than 21 Sep 17 at 9:00 AM Central Time. Any quotes received after the RFQ closing date and time may be considered "late" and may not be considered for award.
